Jabar Yawar: “France has been our ally from the onset of the war against the ISIS”

On Monday, April 11, the French Defense Minister Jean-Yves Le Drian and his accompanying delegation visited the Kurdistan Region.

The French Defense Minister and his accompanying delegation were welcomed by The Kurdistan Region Presidency’s Chief of Staff Fuad Hussein, along with the Deputy of the Ministry of Peshmerga Anwar Haji Osman and The Secretary General the Lieutenant General Jabar Yawar.

Regarding the aim of The French Defense Minister visit to the Kurdistan Region, the Secretary General the Lieutenant General Jabar Yawar Manda declared “This visit of the French Defense Minister is a great support for the Kurdistan Region’s Peshmerga Forces, which they [French supports] have had a great role and influence in the battle against the ISIS. Additionally, The French Defense Minister Jean-Yves Le Drian will visit the Kurdistan Region’s Prime Minister and the Kurdistan Regional Presidency, as well as paying a visit to the French Consulting Team in the Kurdistan Region.

The Secretary General Lt. Gen. Jabar Yawar thanked the French Government, Parliament, Minister of Defense and French people that have been helping and supporting the Kurdistan Region’s Peshmerga Forces.

Considering the French consultants, the Secretary General the Lieutenant General Jabar Yawar revealed “French is supposed to increase the military consultants to the Kurdistan Region in order to train the Peshmerga Forces in the fight against the ISS.

Peshmerga fighters aren't afraid of Islamic State

Nonstop small-arms fire rattled across the grassy plains in this corner of KRG. Ambulances raced down a dirt path away from the front lines, carrying wounded fighters. Reinforcements whizzed in the other direction. A large blast rocked the town of Nasr, roughly a mile from where I stood, and smoke flooded the air – either from an Islamic State suicide bomber or a coalition airstrike.

Here, Kurdish Peshmerga and Iraqi Army soldiers are trying to claw their way northwest to the Islamic State's stronghold of Mosul, roughly 50 miles away. Nasr is no more than a couple dozen houses perched on a hill, but it is one of the first steps in Iraq's recently announced operation to recapture Mosul, the country's second-largest city.

The offensive, which was launched on March 24, is already displacing civilians and threatening to cause a humanitarian crisis. An estimated 20,000 people live in the territory between the front line and the Tigris River, toward which the Iraqi Army is slowly advancing. More than 2,000 people had already fled to Makhmour from Islamic State-controlled territory by March 25, according to aid workers. They were being held in a two-floor youth recreation center, as Kurdish Peshmerga officers suspect that there are Islamic State sleeper cells in the group and are questioning the men. Every inch of the building was packed full, and dirt and scraps of food were scattered throughout the throngs of people. A thick, rotten smell hung in the air. I saw several humanitarian groups offering boxes of food, sometimes leading to pushing and shoving – a moving human wall of misery.

Makhmour was taken for a few days by the Islamic State in August 2014, after the group's capture of Mosul. The jihadis were pushed out shortly thereafter by Kurdish forces, but the group has remained on the borders of Makhmour until late last month. On March 31, the Iraqi Army and Sunni tribal fighters, backed by Kurdish Peshmerga and heavy coalition air support, captured several surrounding villages from Islamic State militants. The Iraqi Army remains in the driver's seat in the effort to push closer to Mosul as the Peshmerga watch from close by, not entirely convinced of their nominal ally's fighting ability.

The fight hasn't been easy for the estimated 2,000 Iraqi Army soldiers here. Near the front line, a group of fighters gathered around a slender Iraqi Army soldier, who was weeping as he trudged through the dirt. His tactical vest was streaked with blood, and in his arms, he carried the dead body of his brother.

"What is this fight between Shia and Sunni?" he cried in anger, screaming into the chaos of the battle. "Why is Iraq doing this?"

A few minutes later, another pickup truck came back from the front. On the truck bed sat a man covered in dust, as if he'd been caught in a sandstorm. Beside him was another dead Iraqi Army soldier covered in a blanket. Tan military boots stuck out from under the blanket on the bed of the truck as it sped off toward Makhmour. A large group of Iraqi Army fighters in a convoy of pickup trucks and Humvees headed in the opposite direction, chanting a war hymn and waving their weapons in the air.

The Peshmerga, however, have watched the Iraqi Army's slow progress with frustration. Barzan Abdal, a 25-year-old Peshmerga lieutenant who lives in Hewlêr, watched the convoy drive off from the front-line berm into the no-man's land beyond. He viewed the inability of the Iraqi Army to take Nasr for three days as a sign of failure. "They've completely lost morale. That's why they can't fight," he said, referring to the Iraqi Army soldiers who were his allies in this fight.

If the Peshmerga and the army here didn't share a common enemy in the Islamic State, they would be rivals instead of allies. The two forces serve different governments, which each have competing agendas, and have a long history of mistrust between them. These divisions threaten to weaken the fight against the Islamic State: The Kurdish forces are openly skeptical about the military's fighting capability, suggesting their presence was largely to beat back an Islamic State advance if the army retreats in disarray.

"I have zero confidence in the Iraqis," said Juma Talib, a 38-year-old Peshmerga fighter from Hewlêr, who watched the fighting from the top of a command post at the front line. "For us, this is about reclaiming our land. For them, this is a religious war."

But whether it's Peshmerga or the Iraqi Army on the front lines, the Islamic State has employed ruthless tactics to keep their enemies at bay.

"There are families still in the villages, and anytime we get close, they use the civilians as human shields," said Marwan, a 31-year-old Kurdish private with the 91st division of the Iraqi Army, who was stationed at an earthen berm protected by sandbags and cinderblock bunkers. His finger never strayed far from the trigger of his M16 rifle as he described the Islamic State's use of suicide bombs and improvised explosive devices, which it has employed in the past to decimate Iraqi Army units.

Despite the difficulties of the fight, Marwan seemed determined to press forward. "This advance is very important, because they are using everything against us, and if we don't stop them, they'll come back and take Makhmour," he said.
Nearby, I talked with a group of Peshmerga fighters who joked about the quality of my body armor, compared to their complete lack of protection. This was a common complaint: Peshmerga fighters say the weaponry and equipment provided to them by coalition forces pales in comparison to the heavy support provided to the Iraqi Army. The majority of the Kurdish forces are equipped with hand-me-down Kalashnikovs; very few, if any, fighters have body armor; and heavy weaponry is almost nonexistent.

Abdullah Aziz, a tall, dark-haired, 42-year-old Kurd, smiled lightly as he tapped his tactical vest to show the lack of ceramic plates or any protection.

But despite the Iraqi Army's better equipment, Aziz didn't have much faith in them. "We're here because we're scared that the Iraqi Army will collapse, and we're here to stop that from happening," he said. "The Peshmerga isn't afraid of ISIS. It takes them (the Iraqi Army) six days to take two villages. We could take six villages in two hours."

International collation & Peshmerga attack IS

The early morning of Wednesday April 13, 2016, the international coalition attacked the IS mortar system; meanwhile, a battle broke out between the Peshmerga and IS.

Rashad Galali, the head of PUK office in Makhmor informed PUKmedia that 16 IS militants got killed and an IS bombed vehicle got destroyed in the attack by the international coalition air force in Saidawa village.

Near Mosul, IS and the Peshmerga engaged in a fight for two hours; Xaias Swrchi, the head of PUK office in Mosul informed PUKmedia that today a heavy battle between the Peshmerga and IS units took place in Swhail Malih village for two hours in which two IS militants died and two others wounded.

UK cut military support to Peshmerga

The British Government supplied half a million rounds of ammunition - but the last bullet was reportedly fired seven months ago.

The Peshmerga ministry of Kurdistan Region says it has run out of ammunition for the machine guns that were given to them by the British Government in 2014, SKY News reported.

Forty Browning .50 caliber machine guns and almost half a million rounds of ammunition, were delivered to the Peshmerga to help repel Islamic State attacks in KRG.

The Government gave the delivery much publicity at the time.

The last bullet, however, was, according to The Times, fired seven months ago, and has not been resupplied, despite repeated requests.

The Ministry of Defense released a statement to Sky News saying: "The UK is playing a leading role in the fight against the IS.

"This is why we have responded positively to past requests for equipment and ammunition, and we will always consider what more we can do.

"While the Iraqi Security Forces are making solid progress, we recognize the important role the Kurds are playing and as part of our support we have trained over 3,300 Peshmerga troops."

All requests for equipment must now be channeled to the Coalition through Baghdad.

There is also concern within the Ministry of Defense that the Kurds could stockpile any equipment for use in future.

One Peshmerga killed after IS mortar shelling hit frontlines

GWER — One Peshmerga was killed and two other wounded after Islamic State (IS) militants bombarded the frontlines at Gwer on Thursday (April 14).

A source from Peshmerga forces told NRT correspondent Rebwar Kakaye that IS hit Peshmerga frontlines with mortar shells at Gwer, 30 kilometers south of Hewlêr.

Peshmerga forces foiled an attack by IS militants early on Thursday (April 14) after militants launched suicide bombers toward Kurdish frontlines south of Kirkuk.

Peshmerga commander Mohammad Qituli told NRT that an IS suicide bomber tried to approach Peshmerga at around 1 a.m. (local time), but that Kurdish forces blew him up before he arrived.

Qituli added that Peshmerga also killed a number of IS militants who were with the suicide bomber.

“Peshmerga had no casualties but a number of Peshmerga military vehicles were damaged during the attack,” Qituli said.

Militants occasionally launch attacks on Kurdish forces near Kirkuk in attempts to recapture frontlines and take control of more territory in the area.

Peshmerga forces repelled another attack southwest of Kirkuk on April 9, when one Peshmerga was killed during the attack.

Militants launched a large-scale attack on Peshmerga southwest of Kirkuk on March 12, sending five suicide bombers toward Kurdish forces. One Peshmerga was killed in the attack and three others were wounded.

Peshmerga Ministry Chief of Staff Jabbar Yawar announced last month that 1,400 Peshmerga have been killed in fighting since the war against IS began in KRG.

He told NRT that 8,262 Kurdish forces have also been wounded in fighting that began in 2014.

Swedish Peshmerga: Europe should wake up

Hewlêr, Kurdistan Region (Kurdistan24) – I could not just sit down and watch in silence in Norway while Kurdish Peshmerga fight the most dangerous terrorist organization on behalf of the entire world, said a Norwegian Peshmerga fighter on Wednesday.

Karwan and Hemin are Kurds born and raised in Norway who are now fighting extremists on a front line in the southwest of Kirkuk province. Karwan told Kurdistan24 that when he saw Kurdistan Region was under the threat of IS, he knew he could not be an indifferent observer.

“I am aware of the crimes Da’esh have committed against Kurds and the rest of humanity. I wanted to join the forces who fight not only for Kurdistan’s freedom, but also for the entire world,” Karwan added.

Additionally, Karwan emphasized joining Peshmerga was not an easy decision.

"Although Kurds do not have enough weapons, they fight like heroes. They face the death,” he stated.

Along with Karwan and Hemin, fights Jasper Soder who is from their neighboring country, Sweden.

“What motivated me to come to the front line was the global reputation of the brave Peshmerga. Not only Kurdish sons, but also daughters are defeating Da’esh,” Soder said.

He sent a message to Sweden and other European countries about the threat of extremists.“

“I want to tell the European countries, especially Sweden to wake up and help destroy Da’esh. You can’t watch the daily fight against Da’esh from far away and do nothing,” he said.

“If Europe doesn’t stop Da’esh here, their militants will reach Europe and carry out more explosions and attacks.”

Peshmerga Commander in the southwest of Kirkuk Province, Hussein Yazdanpanah, told Kurdistan24 that they plan to create a Peshmerga unit called “Borderless Troops.”

“The unit is for those who aren’t limited by borders and fight for freedom. It is for the people that come from abroad and fight hand in hand with Peshmerga to destroy the biggest terrorist organization in the world,” Yazdanpanah concluded.

The Kurdistan Region shares over 1,000 kilometers (622 miles) of its border with IS. Peshmerga has been one of the most efficient ground forces in defeating the terrorist group.

However, they continue to suffer the lack of military and financial support from the international community. Kurdish officials often call for more supplies of weapons and ammunition.

They should try modernising the fire-control system of those T-55/Type-59s. It can be done locally with foreign support without using sea and can be done without baghdad approval. There are various modernizing programs that bring the tanks to T-80 or beyond level performance. These programs if it be done locally, also be start of modern millitary industry in KRG if it's also include tech transfer. The tank is only good as can use its gun. A few of the T-55's in Rojava has better firecontrol system because they were upgraded by north korea back in the day. none of the T-55/Type59s KRG has have basic laser range finder for example.

Hello Ghost,

I'm very glad to hear that the sent equipment is put to good use and helps protecting against these cowardly attacks.
I'm sure the NBC-protection instructors at the KTCC will be happy to hear that their training was put to good use.
Once the chemical institute at Mosul is liberated and the chemical experts (apparently often from Saddam's old chemical weapons division) there are arrested or killed, the terrorists may find it more difficult to mix more of the chemical weapons.

Russian Girenak Joseph, who visited Kirkuk in Kurdistan as a part of his tour throu the 1870 - 1873 AD, who published the results of his trip & his studies later in 1879, in the 4th volume in the Bulletin of the Caucasus department of the Royal Geographical Russian Society estimated Kirkuk's population as many as 12-50,000 people, & he emphasized that except 40 Christian families, the rest of the population were Kurds. As for The Turkmen & Arabs, they have not been already existed at the time.

Peshmerga salaries to be paid from US $415m financial assistance

Hewlêr, Kurdistan Region—The US Defense Secretary has announced that the US is going to allot $415 million to the Kurdish Peshmerga forces and are committing an additional over 200 troops to the fight against the Islamic State (ISIS) in Iraq.

US Defense Secretary Ash Carter was in Baghdad on Monday to finalize the agreement.

The $415 million allocated to the Peshmerga will be paid over several months to "pay the Peshmergas’ salaries and other necessities," Jabar Yawar, Chief of Staff of the Peshmerga Ministry, confirmed to Rudaw.

The financial commitment comes just days after Qubad Talabani, Deputy Prime Minister of the Kurdistan Region (KRG), appealed for monetary support in Washington. “We have absolutely no problems with any conditions that [would] be placed on financial assistance given to us,” he said while speaking to the Foundation for the Defense of Democracy think-tank, adding that the region needs $100 million per month to fund the fight against ISIS.

“In response to a request from the Kurdistan Regional Government for economic assistance, the Department of Defense will provide these funds on a monthly basis to support selected Peshmerga units,” Matthew R. Allen, a spokesman for the US Department of Defense (DoD) told Rudaw. “These forces have been among the most effective in the fight against ISIL and will be critical in the retaking of Mosul.”

“These funds will be provided by, with, and through the Government of Iraq, and will be drawn from DoD funds already appropriated,” he explained. “They will help the KRG overcome severe impacts from its internal budget crisis through directed assistance to Peshmerga units involved in the counter-ISIL fight – helping cover stipends and other key Peshmerga needs.”

Yawar stated that the financial support is the result of high level discussions between the KRG and US officials, noting that the US has been a staunch ally, “America has already armed two Peshmerga brigades.”

KRG officials took to Twitter to express their gratitude for the support.

Lahur Talabani, Director of the KRG’s intelligence agency, tweeted, “We thank the U.S. government for their commitment & support to our brave peshmerga forces who have been fighting ISIS on the world’s behalf.”

Masrour Barzani, Chancellor of the KRG Security Council also tweeted his appreciation and expressed hope for additional international support: “This war is a shared responsibility, and I hope other members of the Global Coalition will consider increasing their aid to Kurdistan.”

The Peshmerga have not been paid their salaries for the past three months.

The additional US troops committed today will be mainly Special Forces, embedded with the Iraqi forces to advise and assist and will bring the Americans closer to the frontlines than they have been to date.

The US has also committed Apache helicopters to aid in the battle to retake Mosul. So far, Apache helicopters have only been used in Iraq to protect American personnel.

The new commitment of troops will bring the number of American forces in Iraq to 4,087, up from 3,870.

US aid to Kurdistan actually $900m

Hewlêr, Kurdistan Region—The United States has committed $900 million in financial and material aid to the Kurdish Peshmerga, according to a US official.

Speaking to Rudaw an official source from the United States, who wished to remain anonymous, said that the US wants to empower the frontlines in the war with the Islamic State (ISIS). $415 million has been committed for the Peshmerga forces participating in the Mosul operation.

Two new Peshmerga brigades will be formed, according to the source, each numbering 2100 people, with $180 million to $200 million allocated for their creation.

In addition, “$22.5 million of the US aid will be appointed to train and provide Peshmerga with military equipment,” the source said.

Further funds will be dedicated to operations of special forces, and logistical support including fuel and medical supplies.

“The amount of the aid and how it will be distributed was discussed on March 16, 2016 with Kurdish President The acting president Barzani,” said the source. The first funds are expected to be delivered by the end of April.
