Sinjar Mayor: No Forces Other than Peshmerga are Welcome in Sinjar

SINJAR — The Mayor of Sinjar has once again warned that no forces outside the Kurdistan Regional Government (KRG) Peshmerga Ministry can operate in their area.

Mahma Khalil, mayor of the predominantly Yazidi town of Sinjar, told BasNews that his town constitutes the Kurdistan Region and only legitimate Kurdish forces, within the KRG’s Peshmerga Ministry, can operate in the area.

Forming any other armed groups, outside the control of Peshmerga ministry is a clear violation of the sovereignty of Iraq and Sinjar as well, Khalil argued.

While Haider Shasho, a Member of the Central Council of Patriotic Union of Kurdistan (PUK), is being accused of attempting to establish a military force in Sinjar which is said to be operating under the Hashd al-Shaabi’s jurisdiction, Sinjar mayor demands from PUK to immediately stop him.

Haider Shasho is also the commander of Sinjar Resistance Units (YBS) which is believed to have direct links to the Kurdistan Workers Party (PKK).

Earlier in March, the Israeli jerusalemOnline website quoted an Iraqi source as saying, “Iran seeks to control both the Sinjar Mountains and Mosul in order to weaken the South Kurdistan. They seek to take over the area via their proxy, PKK. Sinjar Mountains are twice the size of Lebanon and the area where Saddam Hussein used to fire at Israel from.”

However, Shasho is urged “to avoid such a plan as the Iraqi constitution, article 121, has made it clear that only Kurdish Peshmerga forces and the Iraqi Border Police can operate inside the Kurdistan Region,” Khalil added.

If the peshmerga are yezidi kurdis and from shengal i support this. Yezidi kurds want some sort of power so they can defend themselfs for example as barzanis took the weapons of the shengalis to defend shengal and let the genocide happen.

A good road that directly connects Shengal to rest of KRG should be among our highest priorities at the moment. The fact that Shengal is effectively cut off from the rest of KRG is arguably it's biggest weakness, thus KRG needs to tackle that issue ASAP!

Due to the presence of Daesh in Sinjar, the election was actually held in Alqosh in Ninevah.[2] Once returning to Sinjar and unearthing the mass graves of Yazidis, Xelil has called the actions of Daesh in the Sinjar region a "genocide of the Yazidis.

Lt. Gen. Jabar Yawar: Mosul liberation stabilizes Kurdistan Region security”

The Secretary General of the Ministry of Peshmerga the lieutenant General Jabar Yawar declared “Liberating Mosul is very important for the Kurdistan Region, because it would remain no threats to the security of the Kurdistan Region.”

Gen. referred to “As much as the process of liberating Mosul is significant, the situation after the process is also significant in order to preserve that city better, and so as that no any terrorist organizations would be able to attack the city again, or problems happened among the ethnicities of the city, Because Mosul is sophisticated geographically, and also it is important due to its communal structure because there are Arabs, Kurds, Turkmens, Ezidis, Kakayi, Shabak, Christians, Sunnis and Shiites, thus all the ethnicities should conform with each other to administrate Mosul so as that no political , administrative, and security problems happens in the future, we deem that important to make an agreement on beforehand.”

Regarding the participation of Peshmerga in the fight of Mosul, The Secretary General Lt. Gen. Jabar Yawar stated “That has been settled and made decision on it, but the details have remained, the participating of Peshmerga of the Mosul Liberation has been decided for ages, we will take part in the fight, because it is very impotent for us to liberate Mosul and the ISIS be defeated completely in the area, the Kurdistan Region’s security would be much more stable in general, It is important for us and no threats would remain. Additionally, we are a part of the US-led coalition against the ISIS, so we will participate in the process, but we have to meet about the specifics of the process, negotiate and derive plans to the time of the process, after it and in the future.”

In another section of the interview, regarding the Iraqi Army attacks in the Makhmour axis, which it has started its attack on the ISIS over 13 days on the border near the village of Gayara, according to the military experts and some of the Peshmerga leaders, the attacks are being conducted passively and the ISIS-counterattacks like a Peshmerga senior leader has stated that because of the presence of ISIS close people within the Iraqi fleeing army, there are doubts the information leaked into the ISIS, The Secretary General Lieutenant General Jabar Yawar stated accordingly “I have no clues, but the ISIS tried to have people in order to gain information, We are worried that the Iraqi division 15, which has reached the areas of Makhmour, to reach the areas that have been determined to liberate so as to have a status in the starting process of liberation Mosul, but unfortunately the Iraqi Army have been attacked several times and there have been many martyrs and wounded in the Iraqi Army, in addition, It has not aimed at their targets so far, that is related to the human capacity and preparedness of those forces, not according to weapons and ammunition, because they have so much weapons and ammunition with them, and the Peshmerga Forces was not supposed to take part in that battle and like a reinforcement help them.”

American-Peshmerga fighter: I am not dead

Hewlêr, Kurdistan Region (Kurdistan24) – A US fighter who battles along Peshmerga forces against extremists rejected Islamic State (IS) rumors about his death on Saturday.

John Cole, a 23-year-old American citizen from North Carolina, is voluntarily fighting along the Kurdish Peshmerga forces on the Makhmour front line. He has been in the Kurdistan Region since December 2015.

“I came here because I saw Kurdish people struggle in fighting Da’esh. I saw people were getting massacred and helicoptered away from Shingal [Sinjar city] to the Kurdistan Region. I came here to help Peshmerga,” Cole told Kurdistan24, using the pejorative word for IS.

First, he joined People’s Protection Units (YPG) fighters in Syrian Kurdistan (Rojava) in July 2015 and later moved to the Kurdistan Region in December.

“I came here to Bashur [Kurdistan Region] to help Kurdish people because I love them. I just came to help, that’s all I do, and I love this place,” Cole stated.

Recently, IS released a rumor on social media networks that they have killed Cole in one of the latest attacks on Makhmour front.

“Da’esh made up stories that I was killed in their attack on Makhmour front. This is a baseless rumor, and no one can kill me. That’s not my time, Inshallah,” he said. “It is just a bunch of lies they tell to try and weaken the morale of Peshmerga forces, and I won’t let that happen.”

Cole also noted that Peshmerga’s are one of the best fighters in the region. “There is no one who rivals them. There is no one who fights like Peshmerga. They are brave soldiers and do everything to protect the land of Kurdistan.”

Additionally, he pointed out that it was very simple to join the Peshmerga forces. “I just bought a flight ticket to Jordan and then from Jordan to Iraq…My family was a little shocked at first because I promised them that I won’t go back fighting Da’esh but I went. I stand by my stance in supporting Kurds and Peshmerga. That’s all that matters to me.”

Moreover, he sent a message to the US government and said, “Thank you very much for your air support, training troops on the ground. I do ask the US if they could provide more weapons and ammunition.”

Cole highlighted the financial crisis in the Kurdistan Region and urged the US to fund Peshmerga forces as they have not been paid for at least three months. Despite not being paid, their morale remains high and are very motivated in the fight against IS.

Regarding the future, Cole noted that he will stay with Peshmerga until October 2016 then go back to the US to rest.

The Kurdistan Region shares over 1,000 kilometers (622 miles) of its border with IS. Peshmerga has been one of the most efficient ground force in defeating the terrorist group. However, they continue to lack military and financial support from the international coalition as Kurdish officials often call for more weapons and ammunition.

Peshmerga repel Islamic State attack southwest of Kirkuk

KIRKUK -- Peshmerga forces repelled an attack by Islamic State (IS) militants on Saturday (April 9) at the frontlines southwest of Kirkuk

Haji Regr, a Peshmerga commander, said one Peshmerga was killed in the attack near Multaqa district and Mafraqi Hawijah.

Haji Regr said Peshmerga forces, assisted by coalition warplanes repelled the attack.

Militants launched a large-scale attack on Peshmerga southwest of Kirkuk on March 12, sending five suicide bombers toward Kurdish forces. One Peshmerga was killed in the attack and three others were wounded.

Peshmerga Ministry Chief of Staff Jabbar Yawar announced last month that 1,400 Peshmerga have been killed in fighting since the war against IS began in KRG.

He told NRT that 8,262 Kurdish forces have also been wounded in fighting that began in 2014. A number of Peshmerga have been sent outside the Kurdistan Region for treatment.

On two days each, a platoon of around 30 kurdish fighters is trained. First the theoretical basics of first aid are conveyed: Anatomical relations, measures for hemostasis, treatment of oneself or a comrade, usage of medical equipment and tactical considerations. Before the start of the practical training, Master Sergeant Laura repeats the basics and explains in detail the steps of first treatment of injured under fire until they can be brought to an injured gathering area for further treatment.

"Earlier combat experience of the Peshmerga has shown, that, due to lack of basic first aid knowledge, even lightly injured soldiers succumbed to their injuries.", explains the leading Chief Staff Surgeon Peter A. the combined training.

"During this training part, knowledge from the combat training, like tactical behavior, shooting training and firefight are combined with those of the medical training - only that gives a rounded out picture", says Master Seargant Maik at the beginning of the practical training.

The kurds clearly show, that they not only appreciate the necessity of the comprehensive training, but also have fun with it - even if the background is serious.

Convinced by the performance

After the first pass, the instructors are convinced by the performances of the group. "After they had been under fire and a comrade injured, he was immidiately secured and brought into cover for first aid. The group evaded under mutual cover. They did really well", says Staff Sergeant Pascal about the actions of the Peshmerga in the traning situation.

At the end, Chief Staff Surgeon Peter A. gives the trainees a resume: "The first minutes of treatment are decisive for the survival and the later treatment of an injured - that is why the tactical process needs to be trained again and again. Only that results in certainty of action.

The medical training is an absolute necessity, that continues to be tied in as supplement to the weapon- and combattraining. The contents of the training complement each other and contribute to a professionalisation of the kurdish units.

More French arms for Peshmerga in June, minister promises in Hewlêr

Hewlêr, Kurdistan Region - French Defense Minister Jean-Yves Le Drian pledged to continue arming the Kurdish Peshmerga forces in the fight against the Islamic State (ISIS) during talks in Hewlêr Tuesday with Kurdish Prime Minister Nechirvan Barzani, saying more weapons would arrive in June.

"In June, French military supplies will be sent to the Peshmerga," Le Drian was quoted as saying after the meeting, in a statement from Barzani’s office.

The French official said his country considered Kurdistan’s war with ISIS as its own war, too.

"The fight against terror is ours too. Those terrorists the Peshmerga have been confronting here are the same terrorists carrying out explosions and terror attacks in France and other countries around the world," the statement quoted the French minister as saying.

The discussions also focused on Mosul, the northern Iraqi city that ISIS has held as its headquarters since capturing it in June 2014. A joint assault on Mosul by Iraqi and Peshmerga forces, and with backing from the US-led coalition that includes France, is anticipated. But no timeline for the offensive has been announced.

"The liberation of Mosul is very important for the Kurdistan Region," Barzani told the French minister. He urged France "to help send a share of arms to the Peshmerga that it (Paris) sends to Baghdad.”

Since ISIS attacked Hewlêr and ignited a war with the Kurds that is still ongoing, Kurdish officials have pleaded that arms supplies from abroad should go directly to the Peshmerga. But apart from a few exceptions such as Germany, the United States and other Western countries insist on arms to the Kurds routed through Baghdad, whose relations with Hewlêr remain frayed.

Both leaders also stressed on the need for greater aid for the nearly 2 million refugees that have taken shelter in Kurdistan from Syria and other parts of war-ravaged Iraq.

Le Drian also was received by Kurdish President The acting president Barzani. Sources told Rudaw that Le Drian is also expected to visit a coalition training center in Hewlêr where many French military experts are training the Peshmerga.

Le Drian arrived in Hewlêr late Monday from talks in Baghdad.

Chatulio, Germany sends their weapons through Baghdad (a quick stop at Baghdad before they are sent to Kurdistan), correct? For some reason, Kurdish media have been claiming they are sending them directly to Hewler for a while now.

I've noticed the inexact descriptions too and the german military always explains that their transports make a short stopover in Bagdad for custom formalities. This adds a few hours to the flight-time from Germany to Hewlêr, but does not affect the shipment itself, as the iraqi authorities don't touch the contents. The most that has happened to a smaller delivery was a delay by two days due to formalities in the paperwork. While it was an unnecessary delay, the contents arrived safely and completely in Hewlêr. There is no handing over of contents to the iraqi government for distribution (like the US did in the past).

Why this is considered 'shipped directly to Hewlêr' might be, that the german crew stays with the cargo and only hands it over to the kurdish authorities in Hewlêr once they have arrived there (with the end-user agreement signed by the kurdish authorities and the german consul to Hewlêr). So there is no foreign or even civilian agency taking possession of the materials until they arrive in Hewlêr. Whether one calls that 'directly to Hewlêr' is probably a question of definition.

While not as efficient as landing directly in Hewlêr, it prevents the government in Bagdad from complaining (rightfully as international law would be on their side) and taking actions against such deliveries. As the deliveries are technically for the 'iraqi security forces of the KRG' (by statement of the iraqi government itself, these are the Peshmerga) as a direct delivery (handoff only in Hewlêr), there is not much they can do about it. Minister of Foreign Affairs Frank-Walter Steinmeier referred to it as not opening up unnecessary battlefields (like a legal/political battlefield with Bagdad) while focusing on the main goal (supplying the KRG and training Peshmerga so they can protect themselves and people under their care).

Sweden to continue supporting Peshmerga

SULAIMANI – Sweden will continue supporting Peshmerga forces with training and advising for the war against the Islamic State (IS), according to the Kurdistan Parliament Speaker.

Yousif Mohammed told reporters upon his return to Sulaimani International Airport on Wednesday (April 13) that he spoke with Swedish authorities about the fight against IS and the Kurdistan Region’s political situation.

“As we heard from Swedish officials, they will continue providing support for Peshmerga in military advising and training,” Mohammad said.

Mohammad added that Swedish parliamentary blocs would continue attempts to pressure the Kurdistan’s parties to “bring democracy” back to the region.

Mohammed left the region for his visit to Sweden on April 5, following an invitation by parliamentary blocs.

The Speaker met with Sweden’s deputy prime minister, Minister for Climate and the Environment and Parliament speaker during his visit.

Mohammad also read a statement inside the Swedish Parliament on April 6, saying the Kurdistan Region needs military training and weapons for Peshmerga forces and economic assistance.

Peshmerga thwart Islamic State attack south of Kirkuk

SULAIMANI – Peshmerga forces foiled an Islamic State (IS) attack early Thursday (April 14) after militants launched suicide bombers towards Kurdish frontlines south of Kirkuk.

Peshmerga commander Mohammad Qituli told NRT that an IS suicide bomber tried to approach Peshmerga at around 1 a.m. (local time), but that Kurdish forces blew him up before he arrived.

Qituli added that Peshmerga also killed a number of IS militants who were with the suicide bomber.

“Peshmerga had no casualties but a number of Peshmerga military vehicles were damaged during the attack,” Qituli said.

Militants occasionally launch attacks on Kurdish forces near Kirkuk in attempts to recapture frontlines and take control of more territory in the area.

Peshmerga forces repelled another attack southwest of Kirkuk on April 9, when one Peshmerga was killed during the attack.

Militants launched a large-scale attack on Peshmerga southwest of Kirkuk on March 12, sending five suicide bombers toward Kurdish forces. One Peshmerga was killed in the attack and three others were wounded.

Peshmerga Ministry Chief of Staff Jabbar Yawar announced last month that 1,400 Peshmerga have been killed in fighting since the war against IS began in KRG.

He told NRT that 8,262 Kurdish forces have also been wounded in fighting that began in 2014.

President Putin praises Peshmarga; confirms cooperation

MOSCOW, Russia— The Russian President Vladimir Putin says Moscow and the Kurdistan region have maintained “some level of cooperation” in the war against the ISIS militants, although the Kurds are closer to the US-led coalition, he told Rudaw Thursday.

“The Kurds have achieved a great deal. Apparently the US is coordinating with them very actively, but our military forces are also in touch with them,” Putin said.

Speaking at a public event in the Russian capital on Thursday and in comments to Rudaw, Putin praised the peshmarga forces for their efforts against the ISIS and called the Kurds a “courageous people.”

“We should see the Kurds as they are; they are a courageous people who have confronted the terrorists very effectively and bravely,” Putin said.

Moscow has been a key ally of the Syrian president Bashar Assad, but it also maintained a friendly relation with Syria’s Kurds over the past year and pushed for their inclusion in the country’s ongoing peace talks.

On Wednesday Russian foreign minister Sergei Lavrov and former Kurdish prime minister Barham Salih met in Moscow to discuss the current developments of the war in Iraq.

Russia was also the first European country to allow Syria’s Kurds officially open an office in Moscow.

“The ISIS and Al-Nusra Front try to drive out the Kurds from their areas and we see this which is why we support the Kurds,” he added.

Kurdish peshmerga getting heavy weapons for Mosul push

Hewlêr, KRG — America and its coalition partners have begun arming the Kurdish peshmerga with heavy weapons such as armored personnel carriers, mortars and anti-tank weaponry to bolster their capability against the Islamic State.

Brig. Gen. John E. Novalis II, deputy commander of the 101st Airborne Division, said this week that the U.S.-led coalition is providing the peshmerga with a significant amount of new gear as it prepares to take part in a planned assault to recapture the city of Mosul from the Islamic State.

“We have decided to give them about two U.S. Army brigades-worth of equipment – heavier stuff,” he said by telephone from Baghdad, where he is overseeing coalition training of Iraqi security forces.

The new gear will likely be welcomed by the Kurds, who have long complained that their weapons are inferior to the U.S.-made hardware seized by the Islamic State when it drove Iraqi forces out of Mosul in 2014.

Iraqi officials had balked at the coalition directly arming the Kurds for fear the weapons could be used later to press longstanding Kurdish aspirations for an independent state. The Kurds, meanwhile, had complained that the central government was holding up delivery of coalition-supplied equipment.

Col. Steve Warren, spokesman for the U.S.-led international coalition targeting the Islamic State, said Wednesday the Iraqi government still approves all arms deliveries.

“One hundred percent of the arms and equipment that we provide goes through the central government of Iraq,” Warren said.

There may be times when, after coordination with Baghdad, weapons are delivered to the Kurdish Regional Government, Warren said. “The central government decides where every piece of equipment goes,” he said.

The brigade sets are being provided directly to the Ministry of Peshmerga, a coalition spokesman in Irbil said Wednesday. The Iraqi government in Baghdad has been notified of the process and approves. No Iraqi government officials could immediately be reached for comment.

The Kurdish fighters, known as the peshmerga, are considered the most effective force in Iraq that’s facing the Islamic State.

Despite their differences with Baghdad, the peshmerga will likely be involved in Iraq’s plan to retake Mosul, Novalis said. “If they are doing operations across the FLOT (the forward line of troops) they will probably need heavy equipment,” he said.

Peshmerga occupying front line positions near Makhmour last week hadn’t received the new gear yet. Troops near the front had light weapons, armored Humvees and trucks protected by make-shift armor plating.

Information provided by U.S. military officials in Irbil, capital of the autonomous Kurdish region of Kurdistan, shows that the new equipment includes more than 150 vehicles, including 40 Mine Resistant Ambush Protected (MRAP) armored personnel carriers, 15 of which are equipped with mine-rollers.

The Kurds are also getting 56 million rounds of ammunition, 56,000 anti-tank rounds including 1,000 U.S. AT-4s, 5,000 anti-tank weapons, 45,000 rifles and machineguns, 700 mortar tubes, 80,000 mortar rounds and 3,600 gas masks, officials said.

Another Baghdad-based member of the 101st Lt. Col. Cory J. Mulhern, said the brigade sets include logistical, recovery and medical vehicles.

The equipment is being funded out of $2.6 billion of assistance that the U.S. and other nations have provided to Iraq over the past two years.

“The brigade sets are in the process of arriving,” he said.

On Monday some of the MRAPs rolled into Irbil on the back of trucks.

The process of equipping the peshmerga is made more complicated by the need to pull units off the front lines, where they are fighting the Islamic State, so that they can train on the new gear, Mulhern said.

British Army Maj. Ben Salt is planning the effort to train and equip the Kurds from his office in the old passenger terminal at Irbil International Airport, now surrounded by sand-colored tents, Special Forces Osprey aircraft and Iraqi helicopters.

International trainers began a “Modern Brigade Course” last month to get the Kurds up to speed on their new gear, he said.

The goal is to train two peshmerga brigades that each include motorized infantry companies, light infantry companies and companies with anti-tank, anti-aircraft, explosive ordnance disposal, medical and mortar capability.

“All the soldiers have experience fighting with Daesh already,” Salt said, referring to the Islamic State by its Arabic acronym.

The peshmerga are being trained to conduct mounted and night operations, casualty collection, convoys and force protection. They also receive specialized training based on their jobs. Snipers, for example, learn camouflage, land navigation and marksmanship. Mortar crews learn to hit targets beyond the line of sight, he said.

The fighters are learning to use .50 caliber machineguns and Mark-19 grenade launchers that can be mounted on their new armored vehicles and they are being trained to fire Milan and rocket-propelled anti-tank weapons, he said.

Meanwhile, the trainers are teaching peshmerga commanders military decision-making that will allow them to operate at battalion and company level, Salt said.

Novalis, who oversees 14 “Building Partner Capacity” training sites in Iraq, said the training program for Iraqi and Kurdish forces is having a clear impact.

“So far it’s pretty darn effective,” he said. “We see it on a day to day basis on the FLOT in Kurdistan or in the Euphrates River valley or the Tigris River valley.”

Troops that have been trained by the coalition are showing more desire and achieving better outcomes in battle than troops that have not been trained, he said.

U.S. troops are teaching the Iraqis about U.S. equipment such as the Abrams M1A1 tank but most of the training is being done by troops from other nations, Novalis said.

The Kurds and other Iraqis have been through a lot of political turmoil, he said. “They work together because they have a common enemy, which is Daesh,”

The new gear is only being fielded where it is needed, Novalis said. “We don’t just hand them 400 M-16s and go. We are filling capability gaps. They have quite a bit of NATO and non-NATO equipment,” he said.
