Kurdish police chief: We have cut ISIS oil smuggling routes through Kirkuk

Hewlêr, Kurdistan Region – Kurdish Peshmerga forces have cut the Islamic State’s (ISIS) oil smuggling routes from Kirkuk, stopping what was reportedly a burgeoning trade between the militants and oil pirates, a top Kurdish official told Rudaw.

Kirkuk police chief Brig. Gen. Sarhad Qadir denied reports that the city was a market for ISIS oil and a gateway to world markets.

“All routes between ISIS and Peshmerga lines, starting in Hawija, Riadh and Rashad, have been blocked,” said Qadir, referring to key towns that are under ISIS control and which connect to Kirkuk city, where security is in Kurdish hands.

“Even a bicycle can’t make it through,” he said.

A report by the International Business Times (IBT) on Tuesday criticized a Western anti-ISIS campaign and US authorities for not cutting off ISIS oil revenues, claiming that the “illicit business” begins in Kirkuk.

“The story of how the Islamic State group profits from crude that makes its way to refineries and storage facilities around the world begins in the central Iraq town of Kirkuk,” the IBT report said.

Meanwhile, Qadir revealed that Kurdish forces have so far arrested three smuggling networks, each comprised of about 10 oil pirates involved in buying oil from ISIS.

In 2014, Kurdish Interior Minister Karim Sinjari announced that 11 people were arrested for smuggling oil produced in territories controlled by ISIS. Analysts estimated at the time that ISIS was earning as much as $3 million a day in oil sales from fields in Iraq and Syria, although a German intelligence agency had reported that this figure was probably closer to $274,000 a day.

Since ISIS toppled Mosul and gained control of a third of Iraq in June 2014, various reports emerged of Kurdish oil traders smuggling oil from ISIS areas in Iraq and Syria into Turkey, Iran, or the Kurdistan Region itself for sale.

Kurdish Prime Minister Nechirvan Barzani had warned that “smuggling oil to ISIS is considered high treason,” and that his government had “pursued every legal recourse to prevent that.”

The main smuggling route, the IBT claimed, is a Kurdish oil pipeline that runs from Kirkuk to the Turkish port of Ceyhan, from where the oil is shipped around the globe.

It said that revenues from the contraband help fund attacks such as the recent one in Brussels.

ISIS “makes money to fuel attacks like the ones in Brussels last week by selling a steady stream of oil that flows from ISIS-controlled territories in Iraq to the U.S., parts of Europe and Israel,” the report added.

The report quoted analyst Andrew Tabler as saying that Iraq’s economy depends on both smuggled oil and goods.

“ISIS was able to take advantage of these kind of smuggling networks that are impervious to politics,” he told the IBT.

COALITION TO PROVIDE "HIGH QUALITY" TRAINING TO TWO PESHMERGA BRIGADES

SULAIMANI — Coalition Spokesman Col. Steve Warren said the coalition has organized “high quality” training for two brigades of Peshmerga forces, who the spokesman says have been “extraordinary” in the fight against Islamic State (IS) militants.

Colonel Steve Warren, the spokesman of the Combined Joint Task Force-Operation Inherent Resolve, in an exclusive interview with NRT on Friday (April 1), said Peshmerga forces received millions of rounds of ammunition and tens of thousands of pieces of assorted equipment.

“Additionally, we have plans to bring two Peshmerga Brigades into a formal training program, which will result in both high quality training and equipping when that training is complete and this is going to continue,” Warren said.

The spokesman said U.S. Defense Secretary Ashton Carter is working with other nations to provide assistance for Iraqi forces and Peshmerga forces.

“We do expect to see more weapons and equipment flow into Iraq,” Warren said. “At the end of the day, of course, it is the central Iraqi government who distributes these pieces of equipment throughout the battlefield.”

Warren also praised the role of Peshmerga forces in the battle against IS militants, saying the Peshmerga’s contribution has been “extraordinary over the course of the last year.”

“Peshmerga have regained significant amounts of territory along the entire northern rim of where this enemy has set up,” Warren said. “We heard the American Secretary of Defense say very recently that the Peshmerga have been the example of what we are looking for, which is a capable, motivated force on the ground, who is willing to fight this enemy.”

Military officials said the Peshmerga were mostly providing a support role in the operations in Makhmour last week but Warren said this will change over time.

“Peshmerga’s involvement in this specific operation will change over time. In the case of this specific operation in and around Makhmour, they are providing a supporting role. That doesn’t mean the role will only be supporting as the operation moves forward.”

In the latest operation, Iraq's armed forces went on the offensive against IS militants on March 24, in what Prime Minister Haider al-Abadi described as the first phase of a campaign to liberate areas around the city of Mosul.

The assault was launched from the Makhmour area, to which thousands of Iraqi troops have been deployed in recent weeks, setting up base alongside Peshmerga and U.S. forces.

Backed by the U.S.-led Coalition and by the Peshmerga, Iraqi troops advanced westwards at dawn, recapturing several villages from the militants, according to multiple military sources.

PESHMERGA RECEIVE "HELICAMS" TO MONITOR IS MOVEMENTS

SULAIMANI — The 9th Peshmerga Brigade announced they have deployed aerial filming drones known as helicams to Peshmerga forces in order to monitor Islamic State (IS) militants.

Peshmerga Staff Colonel Tariq Ahmad Jaff from the 9th Peshmerga Brigade said ten helicams have been provided by Peshmerga commanders and outside sources. “Neither Iraq’s Defense Ministry nor the Peshmerga Ministry has provided those helicams,” he said.

Jaff noted networks within Islamic State (IS) fighters had been gathering intelligence for Peshmerga forces.

The Peshmerga staff colonel said they have requested a company provide them with a specialized camera that has special light capabilities.

Helicam is a remote-controlled mini helicopter used to obtain aerial pictures or motion images using video, still or motion film cameras. The remote controlled camera mount system allows pan, tilt and roll movements.

Washington to Increase Military Support for Peshmerga

US Consul General says they have recently started equipping 4,000 Peshmerga

Hewlêr — Washington will continue looking for ways to increase its military support for the Kurdish Peshmerga forces fighting against the Islamic State (IS), US Consul General in Hewlêr says.

Matthias Mitman, the Consul General of the United States in Hewlêr, told Kurdistan24 Channel that his country has recently started a process of equipping 4,000 Peshmerga forces with full equipments, including heavy machine guns, armoured vehicles and other supplies.

Hoping to increase the effectiveness of the Peshmerga forces and improve their military capacity in the war against IS, Mitman stated that his country will continue looking for better ways to increase its military support for the Kurdistan Region.

Concerning an expected referendum on Kurdish independence, the US envoy insists on the unity of Iraq and urged the sides to “focus on the fight against Daesh [IS], the humanitarian issues with displaced people and the economic challenges.”

Members of the US-led coalition have so far played a crucial role in the war against IS by providing the Peshmerga forces with arial support as well as military assistance. But they are seeking more modern arms to arrive in Hewlêr directly to be efficiently used on the battlefields against the jihadists.

Peshmerga's Surveillance Drones Restrict IS in KRG

In a self-funded project, talented Peshmerga forces are developing their own surveillance drones to be used against IS

Hewlêr — Peshmerga forces develop and used civilian drones to closely trace the movements of the Islamic State (IS) militants, said a Peshmerga official.

Tariq Ahmed Jaf, the Deputy Commander of Brigade 9 of Peshmerga forces in the south of Kirkuk province, stated that they have provided all Peshmerga units of the brigade with a drone for tracing the movements and advancements of IS militants.

"The drones used by Peshmerga is a self-funded project and we demand the Peshmerga ministry to provide all the Peshmerga bases with such facilities" he said.

"The drones have restricted the movements of the militants, and forced them to walk around unarmed or using civilian vehicles " he argued.

BasNews Previously reported that IS is developing civilian drones to monitor Peshmerga and Iraqi forces; but the Kurdish forces have shot down several IS drones lately and they are developing their owns to restrict the jihadists’ movements in the area.

Demark to send military experts to train Peshmerga Forces in war against the ISIS

The Dutch government will send 25 additional Dutch soldiers to train the Kurds at the end of this week. The soldiers will be deployed close to the frontlines, Defense Minister Jeanine Hennis-Plasschaert, and Dutch Foreign Minister Bert Koenders told the Dutch parliament discussed that on Wednesday.

The Dutch government will dispatch a Mobile Support Team (MST) to help small groups of the Kurdish Peshmerga in their battle against the ISIS militants in the Kurdistan Region, the Dutch Defense Ministry disclosed that on Wednesday.

“I want to emphasize that the trainers of the Mobile Support Team will not be deployed as forward air controllers,” Defense Minister Hennis-Plasschaert told the Dutch parliament. “The MST will also not be deployed at the front-lines,” she added.

The MST teams will concentrate on training Peshmerga Forces for specific operations against the ISIS militants not very far from the frontline, but will not be involved in combat. According to Dutch officials, the Kurds had requested such a mobile team.

A Peshmerga officer said that they welcome the decision of the Dutch government, and thanked them for their support.

In Hewlêr, around 100 Dutch military personnel have been training the Peshmerga forces since February.

Training through Inherent Resolve

Since the advance of the terror militia 'islamic state' in the year 2014 in Iraq and Syria, the stability of the region is in danger. Germany has decided, along with a large portion of the international community, to sustainably support the fight against the IS-terrorists - the Operation Inherent Resolve (OIR). Through OIR almost 20 000 fighters of the iraqi and kurdish security forces have been trained since September 2014. 3000 more are currently in training.

At six location, this training is being coordinated. One of these locations is the KTCC in Hewlêr, with its focus on the training of the kurdish Peshmerga. These are trained in Bnslawa, Atrush and Menila. Around 120 german sodiers are stationed in Hewlêr and participate in the training of the kurdish Peshmerga.

Optimized for the needs of the Peshmerga

In January 2015, the german government gave the mandate for the training supprot-mission to the KRG. In February 2015, the first 380 Peshmerga were trained through the Kurdistan Training Coordination Center (KTCC) in Hewlêr. The first training course of the Infantry Basics Course (IBC) began in February 2015 as well. The IBC mandates the training of a closed Battalion including its staff. After a year, there have been nine completed IBCs and the first Modern Brigade Course (MBC) began with the training with the new materials delivered by the US.

Aside from Germany, Finland, the UK, Hungary, Italy, the Netherlands and Norway participate. In the past year, the multinational trainers have trained around 7500 fighter, 1500 of these through the german Moile Training Team. While 240 Peshmerga participated in the first IBC in February 2015, 900 participated in the ninth IBC.

The training contents are being decided upon in coordination with the Ministry of Peshmerga affairs. At the beginning of the fights in 2014, about two thirds of the casualties of the Peshmerga were through IEDs. Casualties through insufficient first aid of injured soldiers were also very high. Both were counteracted through the multinational training at the KTCC. Furthermore the traning courses of infantry basics and with the ATGM MILAN and the Panzerfaust are of high importance in the fight against the 'islamic state'.

Kurdistan and the Peshmerga

Kurdistan doesn't designate a political territory. It designates the entire settlement area of the kurds, which covers parts of Turkey, Iraq, Iran and Syria. But there is the Automous Region Kurdistan (ARK/KRG) and the iranian province Kordistān. The KRG came into existence in 1970 through an agreement between Sddam Hussein and the leaders of the kurdish parties. Strictly legally, it is an administrative unit of Iraq, but with wide-reaching autonomy. This has been guaranteed in the constitution of 2005 as well.

Aside from its own constitution, government, administration, language and currency, the KRG also has its own security forces. These consist of the Zerevani, military gendarmerie and the Peshmerga as the official army of the KRG. Freely translated, the term 'Peshmerga' means 'Those who see death in the eye'. Though they have existed for over a century, they were only adopted into the constitution in 1997. They may operate across all of Iraq. Since 1996 women serve in the Peshmerga as well.

For the german instructors of the Mobile Training Teams (MTTs) of the Kurdish Training Coordination Center (KTCC) in the KRG, the day begins before dawn. From the captial city Hewlêr, they drive in armored vehicles to Bnslawa about an hour's drive away.

There they use a barracks from the Zerevani, a sort of federal police of the Autonomous Region Kurdistan (ARK/KRG) for the training of the kurdish army, the Peshmerga. The about 20 german soldiers begin directly with the preparations, around 07:00, the Peshmerga will assemble.

Seven nations train together

Currently, the first "Mordern Brigade Course" (MBC) is done at the KTCC. It has training up to company-level as its goal. "We start the training on an individual level", explains a soldier of an MTT, "After we trained the Peshmerga individually, we begin group-training. Then we go over to platoon-level and finally, the final exam, we want to combine the platoons and test the leadership abilities in a company-level exercise.

The members of the german MTT are not the only soldiers at the location. The training focus points are distributed among the participating nations (Finland, the UK, Germany, Hungary, Italy, the Netherlands and Norway).

For the year 2016 the training has been restructured: In the Modern Brigade Courses the Peshmerga are trained almost exclusively for US-american materials. The Battalions so far, has a broad and non-uniform weapon spectrum - dependant on the delivering nations. This made the training more difficult for the fighters and the multinational instructors. The uniformity thus makes things a bit easier.

From assault rifle to Panzerfaust

If one walks over the terrain of the barracks in Bnslawa at prenoon, one encounters groups of 15 to 20 kurdish fighters, who are accompanied by a german soldier and an interpreter. They are at the beginning of their infantry training. Today in the practical training: Deployment forms in terrain.

"We want to suggest to the Peshmerga, that it is more sensible, to march in a formation, and that there are different possible formations, that have different advantages", explains an instructor. The Sergeant also explains that there are different hand-signs, that allow noise-free communication and giving of commands.

If one follows the group through the terrain, one comes to 'Peshmerga Hall'. In the large hall, there are further training stations. Near the entrance sit Peshmerga in sand-coloured uniforms on ground of the same colour in front of disassembled M16 rifles.

German instructors explain every single component and repeat the disassembly and reassembly of the US-american weapon. The previous knowlege of the fighters differ, especially at the beginning, the training is similar to individual training.

While the clicking of the rifles can be heared in the entire hall, in the back area, noices of another training can be heared. Theoretical repetition of the right hadling of a Panzerfaust 3 - before the practical training in the field during the afternoon.

Panzerfaust-systems have been handed over as part of the german wepaon deliveries, now the kurds are trained in its use. "We have considered in advance, what we have to train: How does the weapon work and how can I destroy an armored vehicle of the socalled 'islamic state' effectively with it." The german Master Sergeant knows that this weapon - correctly used - can decide a fight for the Peshmerga.

IEDs – an omnipresent danger

Around 10:00 is breakfast-break, for the Peshmerga and their german instructors. Afterwards training continues. For this training, an unusual building is used: The 'Sand Table Hall'. There are seat-rows at the outwalls that go up stair-like while in the middle is a sandbox where detailed trench-systems at the kurdish front can be seen.

But not the training with the sandbox is the focus here: A Master Seargant explains the recognition of IEDs and possible trigger types to the attentive Peshmerga. Models stand on a table, which the instructors have built for this training. As one can manufacture IEDs with almost everything, they are a constant danger for the kurdish fighters. Especially the territories liberated from the IS-terrorists have often been downright mined.

A training that saves lives

Whether through an IED or other weapons: Injuries, that are not immidiately treated correctly, can be deadly. The US-american materials thus include a personal medical equipment aside from the M16 rifle, uniform parts and backpacks.

Their use is trained especially practically: An instructor lays on the ground, while another instructor explains the correct use of a tourniquet-staunching system. After the translation by the instructor, the Peshmerga begin to apply the staunching system on each other. To bleed to death was, especially at the beginning of the fighting, one of the most common causes of death among the kurdish fighters.

Around 14:00 the training ends and the Peshmerga leave the area towards their barracks. The MTTs follow up on the training. Today the foundatins for the coming days are layed. In the next weeks, topics like assault, defense and urban- and house warfare are on the schedule.

The german soldiers are happy with the day and with the training in general. One of the instructors describes it like this: "The Peshmerga are really very grateful. And with the knowledge, that we convey to them, we have been able to save the life of the one or other Peshmerga at the front. I'm confident of that."

Since 2015 german soldiers train kurdish Peshmerga in the KRG for the fighst against the socalled 'islamic state'. Additionally there are deliveries of weapons, ammuntion, equipment and vehicles.

Both bore fruit already: The kurds were able to push the IS-terrorists back. A german camera-team followed the training of the Peshmerga.

For the german instructors that meant, that they needed to familiarize themselves with the US material before the training in order to be able to train the kurds with it.
02:28 Narrator: The Peshmerga also receive training in theory and practice with the german Panzerfaust 3. Here too, the Peshmerga learn how it works and ways of using it as well as safety rules, for example, to make sure that the backblast area is free of humans and obstacles when firing prone.
02:50 German instructor: When you attack an armored vehicle, don't forget to pull out and firmly srew in the spacer tube ((it contains a small precharge to blow reactive armor out of the way before the main charge hits)). You did it correctly by pulling out the spacer tube. And that is the important point when you want to destroy armored vehicles.

The training begins with a theoretical introduction into the NBC protection mask and the protection suit. The interest and eagerness to learn of the Peshmerga are so great, that the two german instructors, Master Sergant "Körby" and Master Sergeant "Sergio" have trouble tending to all the questions. "We help in all areas of NBC-training. At first the basics need to be covered. Aside from the basic handling of the materials, we naturally help individually with tips and tricks", says "Körby" happily about the big interest from the training-group.

Eagerly the conveyed knowlege is written down in notes by the kurdish trainees. "I'm positively impressed by the resonance and eagerness to learn of the group - that's really great", says Master Sergeant "Sergio". The commitment of the german instructors is being reciprocated with great respect by the Peshmerga - they applaud at the end of the training - while wearing full NBC-protection gear.

The high regard of the training is symbolized by a visit of the commander of the logistics depot M4, Major General Ahmed Karzan. He is visibly delighted about the cooperation of his people and speaks of the high quaity of the training by the german soldiers. This NBC-training with german material rounds out the training for the Peshmerga and paves the way for the further professionalisation of the kurdish units.

Sinjar Mayor: No Forces Other than Peshmerga are Welcome in Sinjar

SINJAR — The Mayor of Sinjar has once again warned that no forces outside the Kurdistan Regional Government (KRG) Peshmerga Ministry can operate in their area.

Mahma Khalil, mayor of the predominantly Yazidi town of Sinjar, told BasNews that his town constitutes the Kurdistan Region and only legitimate Kurdish forces, within the KRG’s Peshmerga Ministry, can operate in the area.

Forming any other armed groups, outside the control of Peshmerga ministry is a clear violation of the sovereignty of Iraq and Sinjar as well, Khalil argued.

While Haider Shasho, a Member of the Central Council of Patriotic Union of Kurdistan (PUK), is being accused of attempting to establish a military force in Sinjar which is said to be operating under the Hashd al-Shaabi’s jurisdiction, Sinjar mayor demands from PUK to immediately stop him.

Haider Shasho is also the commander of Sinjar Resistance Units (YBS) which is believed to have direct links to the Kurdistan Workers Party (PKK).

Earlier in March, the Israeli jerusalemOnline website quoted an Iraqi source as saying, “Iran seeks to control both the Sinjar Mountains and Mosul in order to weaken the South Kurdistan. They seek to take over the area via their proxy, PKK. Sinjar Mountains are twice the size of Lebanon and the area where Saddam Hussein used to fire at Israel from.”

However, Shasho is urged “to avoid such a plan as the Iraqi constitution, article 121, has made it clear that only Kurdish Peshmerga forces and the Iraqi Border Police can operate inside the Kurdistan Region,” Khalil added.
