London, UK (uk.krg.org) – The Kurdistan Regional Government's UK Representation this week hosted the first Kurdistan agriculture and water resources conference in London, inviting British expertise and investment to assist with the development of these rapidly growing sectors.

Agriculture is one of the priority sectors for the KRG’s development plan while over a quarter of a billion US dollars’ worth of private investment is devoted to the sector. The KRG also has a forward-looking strategy to sustainably develop its rich water resources.

The conference was attended by a trade delegation from Kurdistan led by two ministers. Minister Falah Mustafa Bakir, Head of the Department of Foreign Relations, and Professor Serwan Baban, Minister of Agriculture and Water Resources, made keynote speeches at the conference along with Lord de Mauley, Minister at the Department of Environment, Food and Rural Affairs. Other key participants included Baroness Nicholson, Nadhim Zahawi MP, as well as senior Kurdish officials including Nawroz Mawlood, Director General at the Kurdistan Board of Investment, and Bayan Sami Abdul Rahman, the KRG's Representative to the UK.

The KRG ministers, Ms Mawlood and Ms Abdul Rahman also met with Britain’s Minister for the Middle East, Alistair Burt, to discuss ways to further strengthen bilateral relations with the UK, including in agricultural development.

The KRG’s Board of Investment, which promotes the private sector investment in the region, presented more investment opportunities to over 130 British companies and producers which attended the two-day conference, in four agricultural fields including farming, red meat and milk, fisheries and forestry.

Some private sector investment has already seen success in Kurdistan for example in projects such as the production of chicken and eggs, cucumbers, and mushrooms.

Water resources form an important part of building Kurdistan’s sustainable future. The KRG's plans to develop its water riches for domestic use, drinking, and for agricultural uses such as implementing the irrigation projects, and building of wells and water dams, were also discussed at the conference.

Professor Baban outlined plans to achieve food and water sufficiency and security for the people of Kurdistan, and to withstand the inevitable global environmental factors such as the climate change and food and water shortages.

Reviving and rehabilitating the rural way of life is a huge challenge, said the Minister, because Kurdistan’s agriculture suffered from total devastation and years of neglect. “However, our region has many assets and agriculture is an essential part of our society and economy and it is now our priority.” He further emphasised the KRG’s encouragement of private sector engagement and called for help from the British experts in farming, food production, quality assurance, research, marketing, regulatory and legislative processes.

Minister Bakir spoke about the broader economy, pointing out GDP is expected to grow by about 12 per cent this year. He said, "The KRG has identified the areas of agriculture, industry and tourism as priorities for development by both the public and private sector. Agriculture and industry are both seeing significant growth, and with now more than two million tourists visiting the Region a year, and Erbil has recently been selected as the tourism capital of the Middle East for 2014."

In her opening speech, Ms Abdul Rahman thanked UK Trade and Investment for its support in organising this conference which, she said, reflects the many-faceted relationship that now exists between the UK and Kurdistan Region. “Our relations are not only strong in terms of trade and investment, but also in cultural and educational exchange, training in all fields and a mutual respect of each other’s aspirations and values," she said.

The conference also heard from Kurdish companies as well as civil servants on subjects ranging from how to bring Kurdish fruit to British supermarkets to how satellite imaging can help with information on harvesting. On the sidelines of the conference, one-to-one meetings were held and the on the second day, presentations were made by businesses.

My take upon agriculture in Kurdistan:
The government should priotize upon them and subsidize Kurdish farmers strongly. The government should also grant the farmers more rights in enabling them to innovate and allow them to import more mechanized typed farming. Or even better, the government themselves collectivise the farming and import the technology themselves. In that the agriculural industry in Kurdistan will be a premise for economic growth. If one should argue that an excess in supply of food means farmers will get a bad deal, then I will point to trade. That excess supply can be can be used as apart of Kurdistan's export economy to boost output. And in fact if the agricultural industry is regulated by the government, it will ensure Farmers get a good deal and there will be no excess supply in food. As I've said before aswell, excess food supplies can be used as 'buffer stocks', and stored so that in times of need or in a crisis there will be no food shortages. It may sound dramatic now, but food all across the world is rising, and the sooner we invest in this industry, the sooner we will be "safer" in that regard. Then last but not least is GM crops, an industry for some strange reason looked down upon. When in actual fact GM crops are the only way to sustain both population growth and meeting the demands of the population for food. It is perfectly safe and healthy, and can be farmed in-doors. So even in non-fertile areas or regions, they can be an efficient way of farming. Used in Israel, and works greatly.

KR had a 5 year plan to be self sufficient in food by 2013 I think it's now delayed cos of draught in the last few years , and KR is now giving farmers $120k loan for those who got cattles but just farms I think it's $80k.

KR also provides fish eggs to fish farmers and provides them supplies and location in our Dukan Darbandikhan lakes.

Translation:

Development project of Dukan-Sulaimani water line is well underway, which is the 3rd of its kind, with an allocated budget of 15 Billion and 249 Million Dinars, and by its completion the entire neighbourhood of Suli city will have 0 water problems, as it will pump 3200 m3 p/h.

Alan Jalal, the general manger of the project told (Xendan) that, "since the very beginning of this year, work has began on this project costing 15,249,947,000 Dinars, and the length of the project is 365 days".

He stated that "the project includes building mixers, firing pumps, filter rooms, a 500,000m3 tank, electricity building and facilities, a 600m pipe".

He announced that the project has been completed by 60% and is done by Nabaz local company under direct supervision of Sulaimani water department.

"once the project is finished, 3200m3 of water per hour will be provided for the city of Suli residents thus the issue of water will be eliminated in the whole city entirely and permanently". he added.

HEWLÊR - Ifraz Water Project:

Director of the Erbil Water Directorate Massoud Kakarash says that currently the water of 150 wells is wasted by consumers due to lack of control over water usage. "This issue cannot be solved without installing water meters and charging consumers for the amount of water they consume," explained Kakarash in an interview with The Globe.

Kakarash argues that if the funds used to dig deep-water wells were used to complete the Ifraz project, it would supply more water than the wells. "Erbil is expanding very fast, and new neighborhoods are being developed," Kakarash told The Globe. "We dig 30 wells annually for those neighborhoods, each of which costs 50 million Iraqi Dinars [approximately US$42,000], in addition to the running and management costs for each well. If this money is spent on the Ifraz project, it would be more efficient."

The cost of digging wells increases daily even with the amount of underground water constantly decreasing and reaching it becoming more difficult. In a majority of locations throughout Erbil, one must dig 140 meters to reach water nowadays.

Households in Erbil currently do not have water-meters to control the amount of water consumption and calculate the charges. The Ministry of Agriculture and Water Resources charges only a minor fee based on the size of the house.

Othman Mohammed, 38, who lives in a house of 120 square meters with four other family members in Mahabad Quarter, south of the city, pays 750 Iraqi Dinars (US$0.60) per month for water.

"If we consume a liter or thousands of liters, it would not change anything; we still pay the same amount every month,"Mohammed tells The Globe. "A couple of years ago, we heard that they were installing water meters and the price of water would increase; but nothing has changed to this day and we still do not have a meter."

Hawre Tahsin, 20, a university student, believes that the government and NGOs should raise public awareness about water usage. He says, "Our people should be taught to save water and not waste it; we will run out of water if we continue this way."

Yasameen Mahmoud, a high school teacher, believes that the best way to control the situation is by increasing the cost of water. "Only then will you be able to force people to save water." He says, "This will definitely work the same way it has with electricity, when the Ministry of Electricity increased its price a couple of years ago."

Mahmoud concluded that they do not waste more water than electricity at home because they are paying for electricity, but water is "almost free of charge."

48 dams to supply Kurdistan with extra power

The combined capacity of all 13 new dams under construction is less than 1% of that of Dokan Dam

The total capacity of all the dams across the region is 10 billion cubic meters of water. There are currently 13 dam projects under construction and 27 more are in the study and design phase. The Farmers Union believes that controlling the water resources of Kurdistan should be a priority for the KRG and at the top of their strategic plans.

Kurdistan is rich with over ground and underground water and has a lot of rivers and springs. There are a number of large rivers in Kurdistan, which after passing through various areas of the Region, continue to other provinces in Iraq. However, just a few hundred meters from these rivers, draught is threatening the farmlands and farmers, livelihoods.

The region has vast fertile lands that are mainly irrigated by rain water, but draught in the past few years has forced the Kurdistan Regional Government (KRG) to think of constructing dams and making use of its water resources.

Director General of Dams and Water Storages Engineer, Akram Ahmed Rasul, explains that there are currently 13 dams under construction as well as a number of large dam projects in the government's 2012 budget including Gomaspan, Bawanoor, Basara and Rawanduz, three of which are ready for implementation with a budget allocated to them. Moreover, there are a number of other projects that have been designed and budgeted in the 2011 budget.

Rasul's Directorate General was established in 2007 and received a specific budget in 2009.

Rasul argues that water is more important than oil and says that if the Region's water resources are used effectively and dams are constructed, they can improve the agriculture sector and the Region can reach self-sufficiency in terms of certain food products such as wheat, barley and others.

Kurdistan's lands and weather are very good for agriculture and it is used to export some agricultural products to other provinces of Iraq and even other countries.

The destructive policy of the Baathist Regime, which was brought to an end in 2003, destroyed the majority of the Region's villages and relocated their inhabitants into forceful refugee camps. This significantly impacted the agriculture infrastructure of the region.

KRG has developed various plans for the development of the agriculture sector and has achieved significant improvements in some aspects, but the negative impacts of the acts of the Baathist Regime have still not been fully removed.

Government's negligence

Nawzad Mahmoud, Head of Kurdistan Farmers, Union, argues that KRG has been negligent regarding water and agriculture issues and believes that the water demand in the region for agriculture and drinking is slightly more than the 50% of the water it has.

Considering the draught and the threats it poses on agriculture, the Union reiterates the urgent need for controlling the region's water resources and making maximum use of them.

Issues that the Union believes that should be given priority by the government include construction of large and small dams, and water transportation facilities and concreting the water passages in the farms.

Region's Dams

There are currently 8 dams in the Region that have been completed and have water storage capacity, including Dokan Dam, Darbandikhan Dam and Harawa Dam in Suleimaniya Province, Bawashaswar and Hassan Kanoosh dams in Garmian, Hamomok in Erbil Province and Duhok and Kashkan Dams in Duhok Province.

The water storage capacity of the Dokan Dam is 6.8 billion cubic meters; Darbanidkhan is 3 billion cubic meters, Duhok 52 million cubic meters. And the aggregate capacity of all the other 5 dams is 7 million cubic meter of water, approximately 1/864 of the capacity of Dokan Dam.

Dams under construction

The new projects that are currently under construction have an aggregate capacity of 87.47 million cubic meters of water, which is less than 1% of the capacity of Dokan Dam.

Aqoyan, Jali and Razga Dwen in Erbil; Banooi Talaban and Degala in Koya; Awa Spi, Surqashan and Dewana in Suleimaniya, Xornawazan and Qadir Karam in Garmain; Shiwa Soor in Kirkuk as well as Khanas and Bedoohi in Duhok, are currently under construction.

The design of a number of other dams

Projects such as Nazaneen, Balayan, Shargha, Chamrga and Kodara in Erbil, Sartk on the Smaller Zab, Kazhak in Sidakan, Rawanduz Dam on a branch of the Greater Zab, Derana, Shiwarash, Shiwashok, Shawger, Balk, Zelan, Hashazine, Chami Rookhana, Chaq Chaq II, Khewata, Qaziawa, Bardasoor and Delga in Suleimaniya; Bawanoor in Garmian, Bidool and Basi on the Khabur River, Khlin, Kurka, Sibna II and Gali Bandawa in Duhok are respective dam projects that are in the design and study phase, forming 27 projects in total.

According to Rasul, there are a number of other dams similar to the Dokan Dam with a few differences, planned to be implemented in the future such as Taq Taq Dam, Mandawa, Bardasoor and Bawanoor.

Mandawa, on the Greater Zab River will have a capacity of 200 million cubic meters, and Bardasoor on the Sirwan River will have a 150 million cubic meter capacity.

Bawanoor Dam will be located on the south of Darbandikhan Dam with 21 meters height and 300 million cubic meter capacity. This dam can generate 50 megawatts of electricity.

The process of constructing dams and controlling water resources in the Region started three years ago, and the Arabs and Region's neighbors have been opposing the idea, but according to Rasul his government does not abandon its plans due to these opposition and they will continue to control their water resources.

Increasing underground water levels, storing water, irrigation, fishery, tourism and power are among major objectives of the majority of the dams, while in some places dams are used to control and prevent floods as well as providing drinking water.

Profile

Dokan Dam was constructed on the Smaller Zab River between the years 1954 and 1959 by a French company. It lies 60 kilometers northwest of Suleimaniya.

King Faisal put the cornerstone of the dam. King Faisal Put an Iraqi Dinar coin in the cornerstone as a sign of his era. The dam cost 14 million Iraqi Dinars of that time, at a time when a worker was receiving IQD 0.25 per day.

The height of the dam wall is 116.5 meters, the length is 260 meters. The dam is 516 meters above sea level. The area of the lands irrigated by the dam is 11,690 square kilometers.
The dam has a capacity of 6.8 billion cubic meters.

The Russian Hydro Power Station Company (HPS) constructed a power plant on the dam in the year 1970, which can produce 400 megawatts of electricity.

The source of Dokan Dam's water comes from the Smaller Zab and that of Darbandikhan comes from Sirwan River. The sources of Bawashaswar, Hamamok and Hassan Kanoosh are spring water and the Duhok Dam water comes from rain, while Kashkan dam water comes from a seasonal river.

Workshop on advanced control system water sources in KRG

In the presence of a number of general managers in the Ministry of Agriculture and Water Resources in the Government of the region and a number of experts and specialists and professors of the University, on 12/28/2012 workshop was organized by scientific company (Fakhar) and contracting projects Engineering Ltd.

In collaboration with the Ministry to study various aspects of the control, the quantity and quality of water sources in various parts of the of Kurdistan and benchmarks when water dams ratios to measure salinity and pollution and waste. The workshop also discussed the sewage water mixed with groundwater pollution control, ratios and fined companies and laboratories that cause pollution of water sources, a system of practice in various countries of the world and the various advanced scientific means.

The Ministry of Agriculture and Water Resources has provided in recent years many of the devices with the relationship through the Directorate General water resources to the system to follow up cases of modern agricultural weather and rains linking across the governorates of the Region

In the seventh meeting of the Advisory Board of the Ministry of Agriculture and Water Resources in the Kurdistan Region:
- Preparing an agricultural agenda regarding the overriding in provinces within a month
- Prevent the entry of unlicensed animals is licensed to Kurdistan

Chaired by Professor Serwan Baban, Minister of Agriculture and Water Resources in Kurdistan Regional Government, the seventh meeting of advisory board of the Ministry was held in the presence of the general managers in the provinces of the region. At the outset of the meeting, the minister reviewed the agenda of the meeting specially the follow-up recommendations and decisions of the former meeting. The main focus of the meeting was the preparation of a strategic five-year plan (2014 – 2018) where it was decided to hold all Directorates General Conference at the beginning of 2013, with the participation of specialists from inside and outside the country and members of the Committee on Agriculture and water resources in the Kurdistan Parliament and farmers, after evaluating the previous plan in terms of pros and cons to hold a general conference in the ratification of the final plan and it was decided to form a committee of the same members to reconsider the previous instructions until the end of this year.

It was also decided to continue meetings with the administrative units throughout the provinces of the region and the relevant authorities to prevent the smuggling of animals and punish offenders and demonstrate the dangers of entering these animals on the health and safety of the region regarding disease transmission. Another part of the meeting discussed the need to hold a special conference to plan and prepare a roadmap to the ministry for the problems and obstacles that hinder the implementation process With emphasis on root phenomenon which is Drilling for non-agricultural purposes and directing the maximum penalties for those whom are doing that. At the end of the meeting it was decided to prepare the agenda by the general directorates in the provinces within a month for overriding on agricultural lands in order to be classified and processed legally.

An American company implements topographic projects in the Kurdistan Region

Professor Serwan Baban Minister of Agriculture and Water Resources in the KRG met with the representatives of the American RAND cooperation that is specialized in the geological and Topographical science headed by Robin Mill.

The two sides discussed a number of topics including having interest in the topographical sides of agriculture and water resources and providing the economical strategies specially within the agricultural sector, and to provide spaces for agricultural projects while making sure of the co-operation between the ministry and the company.

After that the minister of agriculture and water resources presented the strategic plan of the ministry and clarified that Kurdistan region is rich regarding the agricultural lands and the water resources including the dams and the water storage areas, he also referred to the projects that is being done with specialized companies and staffs concerning the agriculture.

(COCO) American Company Establishes Agricultural Activities Center in KRG

Dr.(SerwanBaban) Minister of Agriculture and Water Resources in KRG met on 22/5/2012 in his office Mr.(Joseph Frabik) Gig Republic Ambassador in Iraq also the two General Managers of Planning and Dams and Mr. (Scott Model) American Company (COCO) Director was discussed the aim of the visit by identifying the strategic plans and the projects of the Ministry also Gigue Ambassador consolidates the relations between Businessmen and GiuahCompanies .
Also the Ambassador made clear the soon visits of Senior Delegation to the Region and will organize many Commercial and Agricultural Forums in order to develop the relations particularly Erbil became now an attractive center for Companies and Investors

On the other hand indicated to set up Zaitour Company to collect the agricultural tractors in Baghdad and the possibility to open a branch in Erbil in the future to identify its products to the farmers .
The Minister of Agriculture and Water Resources discussed with Mr.(Scott Model) the cooperation and coordination between the two sides and the aim of establishing a center in the (Middle East)for agricultural activities Mr. Scott regarded Kurdistan Region as an appropriate and important area for setting up the mentioned center enjoys of stability and security in addition to our researches proved the Region as an area enjoys with good water,soil and climate qualifies to develop the agricultural center and building its solid economy.

This project which is one of the important irrigational projects includes two phases the first one is concrete molding 4 km length from Balajo branch the second one construct many of the submersible dams to collect the water & utilization of during summer season the cost of the project is more than 3 billion within the budget of the Regional Government after completing the project can irrigate more than 40 thousand acres of agricultural areas moreover providing drinking water for Khanaqin District & neighboring villages .

On another side & during the Minister’s visit ,his Excellency visited the project of constructing the new building to the Water Resources & Irrigation Directorate in Kalar was built on an area with 5 thousand square meter costs 950 million ID. Also the Minister visited the Irrigation Project in Taza De village near center of Kalar District and gets more information about the project with more than 2km length after completing can irrigate 600 acres of the farmers lands in the area .

Annual Operational Plan to Open the Waterway in Dokan and Darbandikhan Dams

Dr.(Serwan Baban) Minister of Agriculture and Water Resources in KRG met in his office on 9/5/2012 a Delegation of Iraqi Ministry Water Resources includes (Awn Diyab) the General Director of the National Center for Water Resources Management , the General Director Assistant for Dams and Tanks ,the Directors of Water Resources in Kirkuk and Diyala and and the General Directors of Water Resources and Dams in KRG discussed the operational plan to open the waterway in Dokan and Darbandikhan Dams also the water strategy in Iraq and Kurdistan Region .

The Minister of Agriculture and Water Resources confirmed the Ministry program includes setting up many dams and tanks within the five strategy plan stressed on the necessity of determining the Region’s share from the projects and participating in seminars and workshops inside and outside Iraq , finally the both sides agreed on full coordinating of waterway open from dams and the other technical and agricultural uses ..

Northern Irish Foundation (AFBI) Takes Part in Developing the Agricultural Sector in KRG

Dr. (Serwan Baban) Minister of Agriculture and Water Resources in KRG met on Monday Dr.(Margret Petersen) Head of Microbiology Food Dept. in Northern Irish Foundation(AFBI) and the General Director of Research at the Ministry discussed the Foundation’s activities and missions which interests as Agricultural Food Foundation of advisory, analytic and scientific aspects of Agricultural sector .
The Minister indicated by his site to the Ministry’s plan to modernization the Agricultural sector and interests of research, courses and experience exchange with the related Foundations .
Focusing on some other sides as a specialization to the mentioned Foundation which is food industries preparing workshops , seminars and cooperating with the Agricultural Colleges by coordinating with the Ministry for exchanging the scientific information and academic experiences .

Dr.(Margret Petersen) confirmed the desire of the Microbiology Dept. at the Foundation in many fields such as phytosanitary, wild animals, environmental, fish breeding, and livestock according to scientific sophisticated programs.

KRG plans to build more water dams in the region

The Kurdistan Region now has three large dams.

Director of Dams and Water Storage Akram Ahmed Rasul reported the agency has chosen more than 200 for dam construction in Kurdistan Region. Some dams are now under construction, including Hamamok Dam in Koya, Bawa Shaswar in Kifri and the Hassan Kanush Dam in Garmiyan.

The current budget includes 28 billion dinars for dam construction. Reports say this budget doesn't fill the needs of the Kurdistan Regional Government Ministry of Agriculture's projects. The budget for dam construction was 96 billion ID in 2010.

"Many attempts and efforts have been made to make long-term strategic projects with international companies to build dams in the region," said Rasul.

Dam construction, experts and reports say, benefit the Region. According to international reports, climate change in the coming 20 years may result in drought and many rivers will dry. On the other hand, constructing dams may allow villagers to return to their villages and start farming again.

The Kurdistan Region now has three large dams that store enough water to produce electricity. Dokan Dam stores 8.8 billion cubic meters of water, Darbandikhan Dam stores 3 billion and Duhok dam stores 50 million cubic meters of water.

Eight large dams and 19 medium and small dams are under construction according to the Ministry of Agriculture's five-year plan. The dams are designed to help agriculture and produce electricity for Kurdistan Region.

Water level in Dukan dam reaches more than 4 meters

The water lever in the dam at the lake of Dukan reached more than 4 meters in comparison with the past year due to the heavy rainfall in Dukan district and its suburbs.

Rainfall during the past 24 hours in Dukan district led to an increase of the water level in the lake by 1 meter and 20 centimeter, Muhammad Taher the Director of the Dam of Dukan told PUKmedia.
Taher added that the total rainfall amount in Dukan from the period January 10 to 30 was 303 millimeter.

Heavy rains and floods in Kurdistan post a long-time drought

ERBIL/SULÊMANÎ, Kurdistan region — After several years of drought and fears of ruining the agricultural lands in the areas of Kurdistan region, this year's rain exceeded its normal averaged levels during the last ten years.

People start feeling concerned rather than being delighted, and here rains and floods caused the death and destruction.

Cutting the main way between Erbil and Soran

Heavy raids and related floods resulted in material damage in the town of Soran which led to closing the main way linking the town to Erbil,www.ekurd.net security forces interfere to control the situation.

Number of villages, about 54 ones were isolated from surrounding areas because of the rains and floods.

The death of a woman and her kid

A woman and her tiny boy drowned in Duhok in the village of Golan, on the other hand number of refugees-camps get sank too.

State of emergency in Sulaimaniyah (Sulêmanî)

An emergency state was imposed in the three main neighborhoods of Sulaimaniyah province due to last nights' heavy rains…in Shaqlawa an emergency state was declared too.

Rains and floods resulted in severe damages to the houses and citizens' properties in the district of Sanagsar, witnesses said the bridge connect the district to the town of Raniya had been destroyed.
