Kurdistan Investment Board Chairman visits Austria and Slovakia to discuss investment and trade opportunities![]() Vienna, Austria (KRG.org) – Austrian companies on Thursday in Vienna heard about the investment and trade opportunities in the Kurdistan Region, at the first business lunch to be jointly hosted by the Kurdistan Regional Government Austrian Representation and the Austrian Federal Chamber of Commerce. The guest of honour was Chairman of the Kurdistan Investment Board Minister Herish Muharam, who on the same visit led the first KRG delegation to the Slovak Republic. The event brought together Austrian companies, entrepreneurs and institutions who have shown much interest in the Kurdistan Region’s rapidly developing economic sector, particularly in the areas of agriculture, tourism, industry and infrastructure. In his keynote address, Minister Muharam presented specific trade and investment opportunities.“International companies for years have enjoyed success in the Kurdistan Region. Now is the time for Austria to enjoy the same! Austria is known for their excellence in agricultural cultivation and machinery as well as the successful tourism promotion. The Kurdistan Region has many projects in these sectors open to you.” Minister Muharam also stressed the need for greater Austrian participation in the infrastructure development of the Region, principally in the construction of schools, hospitals, roads and bridges. Dr Richard Schenz, Vice-President of the Austrian Federal Chamber of Commerce (WKO), highlighted the positive experience he had in the Kurdistan Region during his visit with Austria’s Foreign Minister Dr Spindelegger in November 2011. He said,“ The business hub Erbil is not only the gateway to the Kurdistan Region, but also to the central and southern provinces of Iraq. The necessary conditions for trade and investment have been established by the Kurdistan Regional Government with the introduction of the legal framework for investment, the liberalisation of the economy, the speedy development of the infrastructure, the improvement of the financial and insurance sector, and the numerous trade fairs. The potential offered to Austrian businesses in Iraq is large and we have the greatest interest in deepening our trade relations.” Dr Schenz added that the Chamber hopes to hold its first Kurdistan Region forum in Austria next year. Dr Surood Najib, Iraq’s Ambassador to Austria and Dr Mustafa Ramazan, the KRG Representative to Austria,welcomed the audience. Dr Ramazan said, “The Kurdistan Region has proven to international companies to be an ideal entry point to the Iraqi market, bringing a great deal of mutual success and rich experiences. Renowned Austrian companies, such as Austrian Airlines, OMV and Doppelmayr, are already contributing to the positive economic development of the Region.” ![]() Other participants in the presentation included Mr Stephan Brändle whose company Doppelmayr completed two tourist cable car projects on Korek and Chavy mountains, and is implementing a third in Duhok; and Mr Stefan Haidof Roland Berger, a strategy consultancy that has been working for over a year with the Kurdistan Board of Investment particularly on institutional development and investment promotion. Minister Muharam, along with the KRG Representative and Iraqi ambassador, also held meetings with Ms Bernadette Gierlinger, Vice Minister at the Federal Ministry of Economy, Family & Youth, Dr Richard Schenz, Vice President at the Austrian Federal Chamber of Commerce, and with directors of key Austrian institutions where ways of strengthening economic bilateral relations was discussed. On the same trip, Minister Muharam, accompanied by Dr Ramazan, led the first KRG delegation to the Slovak Republic. The Minister met with Ambassadors of the Slovakian Ministry of Economy and Ministry of Foreign and European Affairs, the Executive Director of the Slovak Investment and Trade Development Agency, and the Secretary General of the Slovak Chamber of Commerce and Industry. Ambassador Dagmar Repčeková of the Slovakian Ministry of Foreign and European Affairs warmly welcomed the visit stating the desire of the Slovakian government to boost economic relations with the Kurdistan Region and Iraq and discussing the upcoming honorary consulate in Erbil. Minister Muharam thanked the Slovakian Government for the visit saying, “The Kurdistan Regional Government very much welcomes the opportunity to have Slovakian companies do business in the Region, sharing their skills and knowledge. French province of Dordogne signs agreement with KRG![]() Erbil, Kurdistan Region, Iraq - (DFR.krg.org) – Last week, officials from the French Province of Dordogne signed a Memorandum of Understanding (MoU) with the Kurdistan Regional Government to encourage region-to-region ties. This agreement builds upon the first joint declaration between Kurdistan and France that was signed during a visit by President Masoud Barzani to Paris in 2010. Signing the MoU on behalf of the KRG, Minister Falah Mustafa said that this was another important method of enhancing bilateral ties with France as a whole. The agreement calls upon both sides to enhance economic development by inviting French companies; education and training programmes, water development and management, and the exchange of expertise in architectural heritage. Acknowledging the KRG’s outreach policy with the international community, Minister Mustafa said, ‘France has been a close friend of our people. This agreement will encourage other regions in France and in Europe to visit Kurdistan and see the opportunities it offers.’ As President of the Council of Dordogne province, Senator Bernard Cazeau, a French Senator and Chairman of the French-Iraqi Friendship Association, expressed his desire to strengthen relations with Kurdistan and praised the efforts of the KRG Representation in France for promoting the initiative. During their visit to the Region, the delegation also met with President Barzani and other senior government officials. The French Consul General in Erbil, Mr Alain Guépratte, and the KRG Representative in France, Ms. Khaman Asaad, both participated in signing ceremony that took place at the KRG Department of Foreign Relations. Commenting on this agreement, Mr Guépratte said: 'This opens new prospects and horizons for exchanges in multiples fields, and shows a desire to better understand each other and work together in a very friendly atmosphere.' |

Barzani confirms the need to unify the region’s banks to improve the financial system![]() President of Kurdistan Regional Government (KRG), Najervan Barzani confirmed the need to unify the region’s banks in Erbil and work on improving the financial system in coordination with the relevant authorities in Baghdad. A statement issued by the Presidency of KRG, reported for "Shafaq News", that "the Council of Ministers of Kurdistan Region held on Monday evening, a meeting chaired by Najervan Barzani in the presence of his deputy, Imad Ahmed." The statement said that "Barzani expressed his thanks to the efforts of the Ministry of Finance and Economy of the KRG, which played an active role in the management of the Ministry of Finance and Economy and organize and direct instructions." The statement added that " Barzani stressed the need to unify the banks of the region in Erbil and Sulaymaniyah and consolidate all their work and work to resolve the problems and obstacles that stand in front of its unification and work to improve the financial system in the region in a better way and in coordination with the relevant authorities in Baghdad." KRG had been split into two departments in mid-nineties of the last century after the infighting and after the decision to unite the two administrations by the agreement of the main ruling parties in the region; Kurdistan Democratic party (KDP) and Patriotic Union of Kurdistan (PUK), but some aspects of administrative duplication is still observed in some joints of the government despite the efforts to overcome it. Interview with Dara Jalil Al-Khayat, President of Erbil Chamber of Commerce & Industry![]() One of the missions for each chamber of commerce is to promote the business environment and talk about the opportunities. How is it to do business in Kurdistan these days? What are the major problems and challenges that still persist? One of the most important tasks assigned to all chambers of commerce in the entire world --- especially since we try our best to promote and explain our duties --- is to try to encourage investors, capitalists, businessmen, traders and entrepreneurs to come here and start their own business, companies and build their facilities - on their own or with the help of the locals. ![]() ECCI Meeting World Bank Delegation Actually, since the establishment of the government in the Kurdistan region (KRG), we tried to prepare opportunities for businesspersons to work freely and away from the tight control over the markets, leaving it an open one for them and without any limitation when it comes to trading and commerce. Because of that, and because of the stability and security in this region (unlike in other areas), we witnessed a great flow of local and international companies into Kurdistan. In addition, we have an investment law that offers special privileges, including a privilege that allows a foreign businessperson to fully own his project without any participation of the locals regardless of the nature of that business --- be it commercial, industrial o Many investors who come to Iraq and look at Iraq, ask me "what shall we invest in, in Iraq?" and I say "there's a long answer to that question because you can invest in everything, the better question would be: what should I not invest in?" This was a good approach in order to attract many foreign companies to Kurdistan. The Erbil Chamber of Commerce & Industry's role is to promote and support these privileges, explain them and illustrate their effects. We do this when welcoming the visiting envoys to our region or during our visits to other chambers and organizations abroad. We also explain our point-of-views during our participations in international conferences, and we remain open to other commercial organizations around the globe inorder to explain the perspectives of commerce here along with its development and openness. I can openly say we have already scored many achievements in this field and we will continue to do so. What is the outlook for the economy in 2012 and beyond, and what are the major risks you see on the horizon? Well, the ambitions are there. The cabinet has set the budget for 2013 and it exceeds US $130 billion. We know that our region will receive a 17% share of the budget, minus the sovereign expenses. We now notice a big difference between this year's budget and those from the previous years. We keep in mind that the budget will go for the plans, projects and citizens who aim to expand the commercial activities. A part of the budget will support the development of infrastructure. We have also facilitated many investments in the past 3 years, along with many agreements to encourage investments in the oil and gas sector by giving permits and rights to international companies. We are now about to face big projects and challenges in the coming years. ![]() Erbil Chamber of Commerce building There are many business delegations coming to the Kurdistan region, and yet majority of foreign investors has serious misperceptions about the country, its security situation, and the investors often view the Kurdistan region as a part of Iraq. What is the major concern for the investors in your opinion and how do you respond to their worries? This is a very important question. During our travels to foreign countries, we have noticed that there are many questions regarding this issue. The investors and companies express their worries concerning the security situation. However, after inviting them to visit the region, they always witness the situation on the ground and thus feel the security and stability. We had some visitors who did not inform their families that they were to travel to the Kurdistan region, but after arriving here and witnessing the actual situation, they instantly called back telling their families of their whereabouts, stating that the area enjoys security and stability. The Erbil Chamber of Commerce is directly involved in erasing such misperceptions by explaining the reality of the situation and inviting many parties for a visit. We tried, over the past years, to break that wall of ice and attempt to overcome many challenges. We also witnessed that many of the foreign countries have during the past years established their own consulates and embassies in the region, and I think 30 countries have diplomatic envoys here. This is a clear sign of improvement in this area. We also notice that the region has become a foothold or a starting point for business towards the rest of Iraq because of the security and stability we enjoy here. A question about industry: one of the major challenges for the local industry dates back to the end of the occupation when the region opened up to the foreign competition, which is now competing against the local industry. What should be done to promote the local industry? What should be the governmental policy to further develop the local industry so that it is more competitive? A major problem we had faced since 2003 was the loss of control over our borders. There was no control over importing and exporting goods and no restrictions on taxes. These caused a massive flow of all sorts of goods into the region and consequently an increased competition for the few local products found here. There was a decrease in the number of industrial projects and infrastructure was damaged. However, the new cabinet for the region is trying to promote the industrial and agricultural sectors. There were numerous meetings in the last months conducted by the local government to encourage industrial, agricultural and tourism projects. For our part, we submitted many recommendations to the local government and the regional economic board with the aim to achieve our goals, and we are still waiting for the response to these recommendations. We hope that in the near future the instructions will be issued and quickly implemented in order to encourage the local industries and to restore the old traditional crafts, or to start new ones. ![]() Erbil Chamber of Commerce What are the affects, direct and indirect, that the Erbil Chamber of Commerce & Industry has been able to generate in terms of economic activity, in terms of employment, created by promoting the industry and business environment? We have been trying to show the role of the Erbil Chamber of Commerce & Industry, especially after the central Iraqi government, along with the Kurdistan Regional Government (KRG), decided to follow a clear economic policy to encourage and support the private sector in order to let them lead the internal and external trading operations. This was a starting point for us and we began to push our businesspersons and companies to put more effort and sincerity to trading and commerce in every possible field, and then to expand and grow in all directions. Nevertheless, there are still some laws and instructions that need to be amended and organized in a way that suits the open market economy, along with organizing trade and exchange operations whether to prevent competition, monopolization, fraud, or to strengthen the control over the imported goods. |

Barzani: we have succeeded in attracting $ 22 billion of foreign investment into Kurdistan Monday, 14 January 2013 11:58 Shafaq News / Prime minister of Kurdistan Regional Government (KRG), Nechirvan Barzani announced on Monday, the success of his government in attracting a total of $ 22 billion of foreign investment since the formation of the investment body in the region in 2006, while stressed the growing internal difficulties of the high ceiling of popular demands with the passage of time, he stressed on his efforts to eliminate corruption in cooperation with local and international organizations. Barzani said in an interview with "MarcoPolis" global economic network, briefed by "Shafaq News", that "the successful investment policy of the regional government attracted large foreign investments to the region." Barzani noted that "the internal difficulties are growing with the passage of time because our people are asking for services from his government," explaining that” the basic services of water and electricity a few years ago was one of the main concerns and requirements to our people and today our people’s concerns are reflected in main things such as transparency." Urban services are top priorities in 2013 Construction of roads and sewage systems will be the top priority duties of the authorities in 2013, as reported by the service committee of the Kirkuk Provincial Council. Jamal Mawlud, a member of the service of the KPC told Kirkuk Now “The majority of the projects we have proposed for 2013 are sewage systems and road constructions, as these are the top problems facing the people of the city.” The total budget allocated for the province including the Petro-Dollar budget is estimated at 530 billion Iraqi Dinars, he stated. Ahmad Askari, a member of the KPC had previously stated that “We, the KPC, will not wait for the Iraqi Council of Representatives to accept and pass the budget, we will make our plans based on the main budget allocated for the province.” The Petro-Dollar budget was established when the Iraqi government decided to give $1 from each barrel of oil to the province where the oil is extracted. 'Foriegn direct investment'-investment from Multi-national coporations either throughout physical capital/human capital or just increasing AD(Aggregate demand). Through the use of just their company being in Kurdistan and increase consumption aswell as jobs. I ask this because the article doesn't really specify or make clear. |

President Barzani Concludes Visit to World Economic Forum in Davos![]() On the second day of his participation in the World Economic Forum in Davos, President Barzani held separate meetings on Thursday with the Dutch Prime Minister Mark Rutte, the Lebanese Prime Minster Miqati, a US congressional delegation headed by majority leader’s Eric Cantor, Switzerland’s State Secretary for Foreign Affairs Yves Rosseir and President of the International Red Cross Peter Mauer. The Dutch Prime Minister praised the Kurdistan Region for its rapid economic growth and stability, and said his government will work to encourage major Dutch companies to invest in Kurdistan. In this meeting, the President and the Dutch PM also talked about the political developments in Iraq and the crisis in Syria. The meeting between the Lebanese PM and President centered on strengthening ties between Kurdistan and Lebanon, especially as a large number of Lebanese citizens work in Kurdistan. Prime Minister Miqati said his government intends to open a consulate in Erbil in the near future. The two also discussed the crisis in Syria, the increasing number of Syrian refugees in both Lebanon and Kurdistan, and the impact of the Syrian crisis on Iraq and Lebanon. In his meeting with the US Congressional delegation, President Barzani talked about the current challenges facing the political process in Iraq, tensions between Erbil and Baghdad, and developments in the region in general. Congressman and Majority leader Eric Cantor congratulated President Barzani for the achievements that have been made in Kurdistan. President Barzani’s also met with the President of the International Red Cross Peter Mauer, who expressed his organization’s gratitude to the KRG for its close cooperation; he said staff from the Red Cross’s regional office in Erbil visit KRG prisons without any hindrance. Also discussed in this meeting was the situation of Syrian refugees. In this meeting, President Barzani thanked the Red Cross for its positive assessment of the KRG. On Syrian refugee crisis, he said that the Red Cross can play a role in delivering humanitarian aid to people inside Syria. On the second day of his visit to Davos, the President and several Middle Eastern leaders participated in a roundtable meeting on the geopolitical impact of the Arab Spring in the region. The President’s last meeting in Davos was with King Abdullah of Jordan, which focused on strengthening economic ties and developments in Iraq and in the region. Several senior KRG officials accompanied President Barzani in this visit, which included KRG Deputy Prime Minister Imad Ahmad, President’s Chief of Staff Fuad Hussein, KRG Minister of Natural Resources Ashti Hawrami, KRG Minister of Planning Ali Sindi and KRG Head of Foreign Relations Falah Mustafa. Turkish Kurdish delegations visit KRG By Fareed Hussein, Azzaman, January 21, 2013 Groups representing major Kurdish cities are visiting the semi-independent Kurdish region KRG, to voice their support of its local government, Turkish Kurdish delegates said. Delegations from six municipalities of major Kurdish cities in Turkey are holding talks with KRG authorities mainly to boost economic ties. However, KRG officials privately say the visit by Turkish Kurdish delegations comes in the aftermath of a rupture in ties with the central government in Baghdad. Mahmoud Othman, the most senior Kurdish official in Baghdad and the head of the Kurdish bloc in the Iraqi parliament said visits by Kurds from neighboring states to the Kurdish region were normal. “It is natural for Kurds in neighboring states to support their brethren in KRG, We are one nation and one people,” he said. However, he added that there was no “political dimension” to the visit and the talks centered solely on economic ties. Heading a team from the Turkish Kurdish city of Diyarbakir, Abdullah Dimerbash said: “There are currently six Turkish Kurdish delegations in northern Iraq holding talks with its regional government officials to boost bilateral ties. “The (six) cities back the (Iraqi Kurdish) region’s stand in the face of policies by Baghdad.” Analysts say the visit by Turkish Kurds could not have been possible without a green light from Ankara where the Turkish authorities have been lashing out at the government of Nouri al-Maliki in Baghdad. KRG Kurds have full autonomy with cultural, linguistic and economic rights as well as a regional government that administers their region independently from Baghdad. Turkish Kurds are denied their basic rights and Turkish warplanes frequently attack KRG Kurdish villages ostensibly in pursuit of Turkish Kurdish rebels. |

Dubai to hold Economic conference in Kurdistan Region![]() Dubai will hold an Economic conference in the capital of Kurdistan Region Erbil on the middle of the next April under the tattle "Kurdistan Economic Forum" many government officials will attend the conference as well as a number of Emirati companies. Autonomous Kurdistan Region Becomes Regular Participant At Davos![]() ERBIL, Kurdistan Region – Iraq’s autonomous Kurdistan Region, whose president took part in last week’s World Economic Forum in Davos, has been accepted as a regular participant at the annual summit, a presidential official said. “From now on, Kurdistan will be invited to attend the forum every year,” said Fuad Hussein, who attended the summit with President Massoud Barzani. The Kurdistan Region gained autonomy from Iraq’s central government in Baghdad following the 1991 US invasion. It has vast energy resources and is at the center of Kurdish aspirations for an eventual homeland, putting it at odds with Iraq’s central government in Baghdad. Barzani joined dozens of heads of state and foreign economic ministers at Davos. “From Iraq no one had been invited and we found that quite strange,” Hussein told Rudaw. He said that Barzani had attended a closed-door meeting about the Middle East and the crisis in Syria, presided by UN envoy Kofi Annan. “The heads of state wanted to talk openly, that is why the meeting was held in private,” Hussein said. “President Barzani played a significant role, talking about the situation in Syria and the Kurds there.” At Davos Barzani also met with Rex Tillerson, head of US oil giant ExxonMobil, just days after the executive held talks with Iraqi Prime Minister Nuri al-Maliki. Kurdistan's AciaCell raises $1.3bn, Qatar's Qtel increases share in Asiacell SULÊMANÎ,— AsiaCell achieved $1.3 billion in Iraqi Stock Exchange, according to BBC. The Iraqi mobile phone operator Asiacell has raised $1.3bn (£828m) on the stock market. The flotation on the Stock Exchange (ISE) was seen as a test of investors' confidence in the country. About two-thirds of the shares were bought by foreign investors. They will begin trading on the exchange on Monday morning. Asiacell sold 25% of its shares in the offering, valuing the whole company at over $5bn. The offering doubled the market capitalization of the ISE. According to a local broker, the main buyer of the shares was the Kuwaiti company, Qtel, which already owns almost 54% of Asiacell. Some local traders avoided the listing, saying the shares were overpriced. Asiacell was forced to sell some of its shares on the ISE as part of the terms of its licence from the government. Asiacell, which is based in Sulaimani city in Kurdistan region, competes against Zain Iraq, part of Kuwait's Zain, and Korek, an affiliate of France Telecom. Asiacell began offering cell phone service in Iraq's highly autonomous northern Kurdistan region in 1999. Mobile phone services did not exist in the rest of Iraq until after the 2003 U.S.-led invasion that toppled the dictatorship of Saddam Hussein. The company now boasts nearly 10 million subscribers and says its network covers 97 percent of Iraq's population. Meanwhile Qatar Telecom says it has increased its share in the Iraqi phone service provider Asiacell from 53.9 percent to 64.06 percent after a successful public offering for a quarter of the Iraqi company's shares. Qtel chairman Sheikh Abdullah Bin Mohammed Bin Saud Al-Thani said on Monday that Asiacell is "an outstanding business and has seen excellent performance" year after year. Asiacell raised nearly $1.3 billion on Baghdad's small stock exchange Sunday in one of the region's biggest share offers in years. Region’s share in 2013 budget remains 17% Wednesday, 06 February 2013 11:45 Shafaq News / Kurdistan Alliance announced on Wednesday, that the share of Kurdistan Region in 2013 budget will remain 17% of the total value of the federal budget. The spokesman of Kurdistan Alliance, Muayaad al-Tayeb said in a statement reported for "Shafaq News" that "the decided quota for Kurdistan Region from the state budget remained the same in the legal project sent to the prime ministry, which is 17 % without any change." He explained, “that doesn’t mean that this share will be affected if a discussion took place by the members of the Iraqi parliament." He added that "the previously agreed basis is to keep this share until holding a general census and this year the share has been maintained the same as it was by the Iraqi government." The Finance Committee of the parliament announced on Tuesday, that the current year budget 2013 will be ready for voting during the next 48 hours, indicating that a financial grant will be given for retirees that will reach one million and two hundred thousand dinars. The total federal budget is 138 billion dinars, which is the largest in the history of the Iraqi state, which included 55 billion dinars for the investment part and 83 billion dinars for the operational part. The Iraqi government budget has decided 2013 budget on the basis of 90 dollars per barrel of oil by an export rate of 2.9 million barrels of oil per day. |

Enterprise Minister Arlene Foster was speaking as she welcomed His Excellency Masoud Barzani, President of the Kurdistan Region (KRG) to Northern Ireland, on a two-day trade and investment visit organised by Invest NI. Minister Foster revealed that 2,000 schools and 150 hospitals are planned for the oil-rich region over the next 15 years. Last year a new Invest NI office was opened in Erbil, Kurdistan, and both Minister Foster and President Barzani have already signed a a Memorandum of Understanding to strengthen trade links between Northern Ireland and Kurdistan, with particular attention being paid to higher education, police and security training, tourism and agriculture. A number of Northern Ireland companies have already secured business in the wider Middle East region, particularly in the oil and gas, construction, professional services, education and agriculture sectors. The delegation took a tour of the Titanic museum and also visited the Agri-food and Biosciences Institute in Belfast. Bayan Sami Abdul Rahman, the Kurdistan Regional Government high representative to the United Kingdom, was a member of the delegation. She said that the two regions have a lot to learn from one another. "Both areas have been afflicted by trauma and troubles and I feel that we have a lot to learn from Northern Ireland, which is now emerging from a troubled period," she said. "While we are very different in terms of climate, location and religion, we have a lot in common. "We feel in Kurdistan, because of our difficulties, we are behind other regions and we can work with Northern Ireland to see how we can catch up in terms of technology and higher education. We are interested in our visit to the Titanic building, to see how one super-museum can help attract over 700,000 people to one small region." Minister Foster agreed that there plenty of similarities between the two areas. "We are both regions emerging from a conflict and there is a lot of experience and expertise that we can share," she said. "Already companies from Northern Ireland are seeing the benefits of expanding to the Middle East and Kurdistan is especially interested in our IT companies.
