HEWLÊR - KHABAT REFINERY![]() On July 18, 2009, the 20,000 barrel per day Erbil Refinery, owned by KAR Oil Refining Ltd., received its first oil from the Khurmala Dome oil field. The oil is transported via a 40 kilometer, 20 inch buried pipeline from the newly constructed Central Process Station at Khurmala Dome oil field to the Erbil Refinery on the western side of Erbil. This is the first major refinery in Kurdistan and the first private sector refinery in Iraq. The Erbil Refinery has two distillation units each with a capacity of 10,000 barrels per day. It produces kerosene and diesel for the consumer market and naphtha and fuel oil for the industrial market. The refinery will produce approximately 429,300 liters of diesel per day, enough to fill approximately 5,500 vehicles per day. It will produce 588,300 liters of kerosene per day, enough to provide one tank of kerosene for a heater for one night in 120,000 homes. The fuel oil from the plant will be used to provide energy for heavy industry including cement and brick factories. Erection of the Erbil Refinery started in 2005 under a contract between the Iraqi Ministry of Oil and the Iraqi Ministry of Industry and Minerals. The project should have taken 18 months to complete, but budget difficulties and inefficiencies caused delays. In late-2008 the refinery was only 60 percent complete, and the Kurdistan Regional Government intervened and privatized the refinery. KAR Oil Refining Ltd. was awarded the refinery and given an ambitious target to commission the refinery by July 2009. A major expansion of the refinery has already begun. By the end of 2009, the capacity of the refinery will be doubled from its current 20,000 barrels a day to 40,000 barrels per day. KAR Oil Refining purchased a newly built, fully engineered and skid mounted refinery complex from Ventech Engineering near Houston, Texas. The equipment is being shipped to Erbil in late July 2009. The expansion consists of a 20,000 barrel per day distillation unit and process units to make high quality, world standard gasoline, diesel, LPG and kerosene. The gasoline unit will be the first of its kind in Iraq providing up to 95 octane gasoline. KAR Oil Refining has ambitions to increase the refinery further to an operating capacity of 75,000 barrels per day in 2010. Plans are currently being set and an announcement will be forthcoming. Ifraz water treatment plant on the banks of the Zab River Like similar treatment plants around the world, various filters here remove solid waste, and chemicals like chlorine disinfect the water. The facility produces 6,000 cubic meters of clean water an hour and pumps it to the city, 32 kilometers away. Lafarge Cement Company France’s cement maker, Lafarge, has invested $600 million to upgrade production in two cement companies.The two cement firms are situated in the KRG city of Sulaimani. In two years, the companies are expected to hike their output to 5 million tons of cement a year. Iraqi Reconstruction and Housing Minister Bayan Dazaai has held talks with a delegation from the French cement giant this week.The sides have signed a memorandum of understanding under which Lafarge will sell its Iraq-based cement output to the ministry. “We are the country’s largest cement consumer,” a statement by the ministry said. KRG implements several projects in Kirkuk![]() Kirkuk cultural center implemented by KRG In an effort to rebuild the city, the Kurdistan regional government implements 19 projects in Kirkuk. Younis Ahmed, director of Refugee Relief Group in Kirkuk told Pukmedia.com they have received permission from Rebuilding Ministry of KRG to implement several service projects in Kirkuk. The permission is for two sets of projects, with “the first set is to implement eight already ongoing projects, with 723 million Iraqi dinars being dedicated to it. The second consists of 11 new projects, with 263 million Iraqi dinars as a budget.” Ahmed said that most of the projects are sent to the contractors to deal with them. The projects are transferring electricity to some new neighborhoods, villages, and new places in Kirkuk, as well as drinking water project to some villages, a tartan stadium, paving streets and roads, as well as giving school equipment. KRG Allocates Annual Budget for Public Services in Kurdish Territories outside of KRG's administration ERBIL, South Kurdistan—Residents of the disputed territories say that they are caught in the conflict between the central government in Baghdad and Erbil. Khalil Makhmouri, 34, a resident of Makhmour in Nineveh province, says that people in his area lack most basic services and that he feels sad when he compares his town with the rest of the South Kurdistan. “Even Baghdad has turned its back on us,” he says. Hilal Mahmoud, a resident of Jalawla, in Diyala province, says that because the area where he lives is called “disputed territories,” neither Erbil nor Baghdad feel responsible for their wellbeing. Maysar Hajji, the mayor of Shangal in Nineveh province says that Baghdad is legally bound to provide the budget for his town’s public services, but that most of the funding for his projects comes from Erbil and Duhok. “Up to now, the Kurdish government has built for us 4 schools, roads, electricity, a playground and a venue,” says Hajji. “The central government hasn’t built a single project worth mentioning.” Hajji expects US$28 million to arrive from the Kurdistan Regional Government (KRG) for public projects in Shangal. According to data provided to Rudaw by Kurdistan’s disputed territories’ committee, the KRG has spent more than 43 trillion Iraqi Dinars (approx. $3 billion) on projects in the disputed territories. In 2010, the Kurdish Parliament unanimously approved an annual budget for public services in the disputed territories. “All the parties in parliament agree on this budget,” says Adnan Osman, an MP from the Change Movement (Gorran). Omer Adalat, member of the disputed territories’ committee says that KRG’s 2012 budget for the area was 50 billion Iraqi Dinars. But Omer Hawrami, an MP from the Kurdistani Alliance says that the Kurdish government spends much more than that amount in territories outside the borders of Kurdistan. “How about the money spent on their electricity?” Hawrami says. “How about the costs of the Peshmerga troops who have been there for more than a month now? In all cases, the Kurdish parliament is united in serving them.” Omer from the disputed territories’ committee says, “We have asked the Kurdish parliament to allocate 150 billion Dinars for 2013, but we don’t know how much they will approve.” Apart from public projects, KRG officials claim that they have shouldered the burden of employing thousands of Kurdish residents of the disputed territories in their respective professions. “7,000 Kurdish teachers in Nineveh receive payment from the KRG as well as 3,000 Peshmergas,” says Khasraw Goran, former deputy governor of Nineveh. |

Master Plan for Hewlêr's green belt has been approved![]() Recently in an event was organized by ministry of municipals and tourism to declaring the approval of Hewlêr's green belt master plan. The event was attended by Dilshad Shahab, minister of municipals and tourism, Governor of Hewlêr, head of Salahadin University, Head of Environmental board in Hewlêr and general director of Hewlêr's municipality. In the beginning of the event Mr. Dilshad Shahab mentioned the necessity and significant value of such project in Hewlêr to increase green areas in Hewlêr and its important role in Hewlêr's Environment; He also proclaimed and thanked all participants like private sector companies and contractors who made such project to happen. Later on Mr. Hadi governor of Hewlêr gave a speech about the importance of the project for environment and enlarging green areas in Hewlêr. Kurdistan Regional Government decides to establish industrial cities on its border passages![]() Kurdistan Regional Government decided to establish industrial cities on the region’s border passages, while it confirmed the establishment of an administrative committee for the cities. “KRG Prime Minister Nechervan Barazani met with the head of the economic council in Kurdistan”, said the region’s Prime Minister’s Office in a press release. The release clarified that “the meeting resulted in taking the decision to establish industrial cities on the region’s border passages as well as forming a special administrative committee for these cities”. Kurdistan’s investments in local and foreign currencies amount to 17 billion Dollar spread on different sectors mainly housing, trade and tourism. The government amended the investment law in order to attract more investment. Iraqi, Turkish, Lebanese, Emirati, Kuwaiti, European and American companies operate in the region and in different sectors. The Kurdistan region of promulgated in 2006 the investment law, by virtue of which the special investment committee affiliated with the region’s cabinet was established to overlook investment projects. The committee opened branches in the provinces of Erbil, Sulaimani Kirkuk and Dohuk. In accordance with this law, foreign investors enjoy the same rights as local investors, in an attempt to promote investment in the region. |
